"I'm very sure Ms. Utarou. Your son is Quirkless."
A sentence that reverberates in the ears of a young mother.
Scared of what may come next for son.
Ms. Utarou: "Quirkless? I've never in my life even met someone without a Quirk."
The doctor would explain further to the parent.
"Indeed and it may continue as such. Roughly 20% of the world's' population consist of individuals without the Quirk Factor. And it looks like that number is decreasing with each generation. Especially since the emergence of the exceptional. Oophh..."
The doctor bit his tongue. The child looked down at the floor after hearing that he would never be one of those exceptional beings in the world.
The mother would do what any good parent could do in the moment and hold her baby. Knowing there was truly nothing that could be done further.
Her son had just reached the age of 5. Had been to multiple doctors and specialists.
If a child hadn't awaken their Quirk by their 4th birthday, it is more than likely that they will never have a Quirk.
Ms. Utarou: "My boy...the only thing he's ever talked about is how cool Quirks are. He thinks my [Friction Loss] Quirk is the best. How I can just make objects slippery causes him to just laugh and laugh. He told me that he wants to be someone who make anyone smile. *sob* I can't imagine..."
The doctor would turn away awkwardly, until he begins to ponder for another solution. As anyone would know, Quirklessness wasn't something that could be changed. Just like having one, it's genetic. Cannot be altered by any means.
"But there might be one way."
This would spark a high interest in the mother. Berating the medical professional.
Ms. Utarou: "What do you mean? Everyone says that he'll never have a Quirk! Don't get both of our hopes up!!!"
"No no ma'am. I'm serious!"
A small sly smile would appear on the doctor.
"I shouldn't be telling you this, but you seem like a nice dutiful mother. It's a new secret procedure. It has yet to see the light of recent medical treatment. But from what the research I've seen, it has been able to stimulate the body, to form a Quirk Factor within those considered...'Quirkless'."
Ms. Utarou: "...I don't know. Will it hurt him? I won't do anything that'll harm him."
"With anything experimental, there are some risks factors. But to my knowledge of Quirkless children, while they can grow up to be productive members of society. They tend to be at the mercy of bullies more often than not. So, it is entirely up to you ma'am. "
Ms. Utarou: "..."
As the young mother would ponder the choice in front of her.
She looks to her son who sits outside the doctors office, awaiting the news of his diagnoses. The smile on his face would bring about more tears in her eyes.
Ms. Utarou: "*sob* When can we begin the procedure?"

[Location - New Jaku Research Facility - General Hospice ] - Three weeks after the attack
???: "So it's gone?"
An elderly All Might sitting next to his now awake protege. Staring at the space where Izuku's left arm existed. Wrapped in bandages covering the scarred tissue.
Izuku: Oh yeah! All the way gone. The way the doctors described it as "evaporated".
Recounting how he move with the strength and speed abundantly faster than what All Might in his prime achieved.
Izuku: "They said I had reached...uh...sub-relativistic speeds for about a moment. All I did was stack One For All together. They were even surprised that it was only my left arm."
All Might: "And One For All? How are the vestiges? It was touch and go for a moment, but I felt a emptiness when you faced that thing."
Izuku: "Heh Hahaha! Don't worry All Might! There all still here. They helped me wake up."
Toshinori was relieved. The vestiges of OFA had gave his son-figure another miracle.
All Might: "Ooh, young Midoriya!! What are doing?!!"
The OFA successor jumps up from his hospital bed to prove that he's ready to get back to work.
Izuku: "I wanna get my bearings as fast as I can. Everyone is probably worried about me."
Before leaving the room he stops abruptly.
Izuku: "Oh, also, that thing I destroyed. It looked like him."
All Might: "Him?"
Izuku: "Him. The Sludge Villain. The one that tried to kill me and Kacchan on the day we first met. It looked just like him."
All Might: "...kid I'm sorry."
Deku then smiles slightly.
Izuku: "There was moment where I almost didn't fly up there. But Kacchan jumped first. He looked so cool."
All Might smiles back at him. Proud that both his students were able to rise above their old trauma to do their duty as heroes.
All Might: "You should tell him yourself. He's been working non-stop since you were admitted. And working alongside the Hero Safety Commission to find out who set up that attack."
Izuku: "Him. It could only be him."
Izuku looked scorned. There was only one person who could've done such a thing or have the resources to create beings with multiple Quirks. Yet, All For One remained imprisoned in Tartarus.
Having a Quirk that prolongs his aging for mobility he'll most likely be the oldest prison they will ever house. He has had no visitors since Tomura's death. Unlikely that he could contact anyone from the outside due to vast precautions of his imprisonment.
But if someone did have contingency plans for anything...it would be him.
All Might: "I visited him again."
Izuku: "!!!! And?!"
All Might: "*sigh*"

Tartarus Prison - AFO's Cell - 2 Days After the Jaku Attack
All Might: "IT HAD TO HAVE BEEN YOU!!"
AFO: "..."
All For One had sat in silence for years since their last conversation. Though he wasn't contemplating his life.
AFO: "...doesn't feel good. Does it?"
Not one bit.
All Might: "You...!!!"
AFO: "Save your sanctimonious argument for another. You're useless disciple could lose his life? Do you not remember when you told me all of my plans were crushed the moment Tomura died? The anger I felt? The turmoil boiling within me when I realized that my little brother is still out of reach, and that he still chooses to defy me with weaklings over a hundreds years after his betrayal?!!!!"
All Might: "..."
AFO: "Yet, despite the loss of my proteg...no...my son, who I tamed, groomed to be the next 'Symbol of Fear'. The one who without a doubt, would have destroyed everything that you've built. In spite all of that I've lost..."
AFO shifts into bright smile.
AFO: "...the winds of change are still blowing my way."
All Might: "DAMN YOU AFO!!!! YOU RUINED THAT CHILD'S LIFE!!! YOU RUINED MY MASTER'S LIFE!!!!! I WILL ENSURE THAT YOU WILL NEVER DO THAT AGAIN!!!!!!!"
AFO: "Wasn't that reason Nana entrusted you with OFA. And you still had to pass it on to a child."
All Might had no more fight within him. Not for All For One. And left the cell, feeling like always with his nemesis.
Hopeless.

All Might: "Even after all this time, he still believes things are in his grasp."
Izuku "..."
"WHY ARE YOU UP?!!!!"
No superhuman power could save their ears from who said those words.
Bakugo: "DO WANNA DIE FROM OPEN WOUNDS!!!!"
Izuku: "Kacchan!!!!"
A swift tackle to his rival was more than enough to fully bring the hero back to his old self.
Bakugo: "See!! Even Danger Sense didn't activate!! Get back in bed!!"
Izuku: "It only activates if someone is hostal. Not when it's someone I care about."
The explanation of the 4th's Quirk makes the hero blush in embarrassment.
Bakugo: "I'll kill you." *BOOM*
All Might shows relief, even if his past haunts his students they'll be ready. And they'll be themselves.
"I hope I'm not interrupting something precious."
All Might: "!"
Bakugo: "!!"
Izuku: "!!"
All Might: What you doing here, Deputy Commissioner?
