Chapter 99 - Chapter 99: Shadows of Deception

James stood at the edge of the compound, eyes scanning the horizon. The distant flickering lights of survivor camps glowed in the night like stars in a fallen world. He had spent the past weeks carefully constructing his position—an illusion of cooperation with the UNO, while quietly eroding their influence. Now, it was time to solidify his hold on the region.

The UNO had given him the authority to collect taxes, but James had ensured that he appeared as the lesser evil in the eyes of the struggling survivors. By distributing a portion of the collected resources back to the people, he had crafted an image of reluctant servitude, a man trapped under the weight of a greater power.

Tonight, however, things would change.

The Resistance was growing bolder.

A recent attack on his tax collection patrol had left three of his men dead and a message painted in blood across the ruins of an old gas station: "TRAITORS DIE."

James knew it was only a matter of time before the Resistance made a direct move against him. They saw him as an agent of the UNO, an enforcer of their oppressive rule. He had anticipated this reaction, even planned for it.

He called a meeting with his closest advisors.

Daniel, his trusted second-in-command, sat at the table, arms crossed. "They won't stop, James. The Resistance sees you as an extension of the enemy."

"Then we need to change the narrative," James replied. "We need to make them see the real enemy."

Ray leaned forward. "You want to push them toward the UNO?"

James nodded. "Exactly. We make sure the Resistance believes that the UNO is tightening its grip on them. We use their anger, their desperation, and we turn it against the ones truly pulling the strings."

Lena, the group's strategist, frowned. "That's dangerous. If we miscalculate, we could be the ones caught in the crossfire."

James exhaled slowly, considering his words. "It's a risk we have to take. The more the Resistance fights the UNO, the less they focus on us. We survive by keeping the balance of power unstable."

The group exchanged uncertain glances, but none could argue against the logic of the plan.

The first phase was already in motion.

James sent out false messages under the guise of UNO operatives, ordering increased taxes from smaller groups. Word spread like wildfire—survivors believed the UNO was demanding more than they could afford. Fear and resentment grew, and so did whispers of rebellion.

Meanwhile, James subtly aided the Resistance. Unmarked supply drops. Anonymous intelligence leaks. Carefully crafted misinformation. He fed their anger but directed it toward the true oppressor.

When the Resistance finally struck, they hit a UNO supply convoy instead of his own forces. The attack was brutal, leaving behind a trail of destroyed vehicles and bodies. The UNO responded as expected—with overwhelming force. Retaliatory raids tore through survivor camps, punishing even those uninvolved. The cycle of violence escalated.

James watched from the sidelines, unseen hands pulling the strings.

Days later, a survivor leader named Marcus approached James.

"We can't take this anymore," Marcus said, his voice heavy with exhaustion. "The UNO is killing us. We need protection."

James gave a calculated sigh. "I wish I could help more. I'm barely keeping my own people fed. But... maybe there's something I can do."

Marcus leaned forward desperately. "Anything."

"If enough of us stand together, we might have leverage. The UNO doesn't care about individuals, but a unified front? That could make them reconsider their tactics."

Marcus hesitated. "You're saying we join you?"

James hesitated for effect before nodding. "Under one condition: We don't fight them head-on. We make them believe they need us more than we need them."

And just like that, another survivor group fell under James's banner.

That night, James sat alone in his quarters, the glow of a single lantern flickering against the walls. His plan was working, but he knew the game he was playing was far from over. The UNO was powerful, and they wouldn't be blind to his growing influence forever.

The Resistance was still a problem. Some of them would never see reason, never accept him as anything but an enemy. They would need to be dealt with.

The System remained silent, observing his choices.

James knew he was walking a razor's edge between savior and manipulator, but in this world, survival was the only morality that mattered.

And he intended to survive.
