"Did Madara not come back?"
After returning to the Nation of Qin, Qin Yi realized that Madara was nowhere to be seen.
"It seems Madara San is very interested in some remnants left behind by the previous king when he departed, so he didn't return." Gandalf shook his head and smiled.
Qin Yi was speechless, thinking that Madara was indeed a man with a strong spirit of exploration.
Since the two nations had once merged, it was impossible for them to separate completely, and some remnants were inevitably left behind. Uchiha Madara was actually interested in these?
However, Qin Yi didn't mind. Now that the two worlds were connected, finding him wouldn't be difficult.
"In the coming period, we must quickly enhance the nation's overall strength and prepare for the Five Kage Summit in three months!" A deep glint appeared in Qin Yi's eyes as he clearly understood what needed to be done.
Research and develop the five elemental Ninjutsu, refine his own techniques, form a distinct combat style, and cultivate Chakra energy.
With an island as its base, the Nation of Qin was developing rapidly every day.
From the day the nation was founded, large-scale construction had been underway. By now, a vibrant village was beginning to take shape, with a chaotic yet unique style that made the Nation of Qin stand out in the Naruto World.
The QinKage Office Building had been completed, and Qin Yi had moved in directly.
The distinction between Shinobi and civilians was becoming clearer, and they began working in shifts according to a roster. At this stage, the Nation of Qin was newly established and had not yet taken on external Shinobi missions, making it entirely self-sufficient.
Qin Yi was not in a hurry to change this. The nation was just beginning to take shape and needed time to refine and complete its systems.
Governing a large nation is like cooking a small fish— it cannot be rushed. Even though the Nation of Qin was currently just the size of an island, it could not be neglected.
During this period, the primary focus in the village was on strengthening its forces. Both the soldiers and the former refugees were deeply interested in the power of Shinobi, practicing diligently day and night.
"Thud, Thud, Thud!"
Deep in the forest, soldiers had set up a training ground for Kunai practice, and a blacksmith shop had been built in the village to craft weapons for them.
Once this training ground was established, Shinobi began practicing there daily.
"Sumi, Ye Muzi, your strength is insufficient. How will you fight on the battlefield in the future with this level of skill?"
"And you few! From the day you joined us, remember that your identity is now the Shinobi of the Nation of Qin, no longer mere civilians. This listless attitude won't do!"
The Shinobi responsible for training the newcomers shouted sternly.
By now, it had been a month since the Nation of Qin was established. The people had grown accustomed to their new roles.
The peaceful and prosperous days made every civilian on the island feel secure. When they went out each day, their faces showed relaxation and contentment.
Living under the protection of Shinobi, they only needed to perform necessary labor to maintain a livelihood. The exhaustion and despair of their previous lives had long since faded.
In a month, the quality of the Nation of Qin's Shinobi had improved significantly.
A quarter of the Shinobi had advanced to the Chunin level through the Immeasurable Swallowing-Jutsu, becoming the Captains of the Shinobi squads. The rest had successfully reached the rank of Genin.
At this moment, the Nation of Qin had truly established itself as a legitimate power in this world.
In the Naruto World, Chunin were the backbone of any Shinobi force. They formed the majority in every village and were essential to its strength and stability.
Jōnin, however, were a different matter. Advancing to that level required immense talent and effort. Even in the great Shinobi villages, there were only a few hundred Jōnin at most, emphasizing their rarity and elite status.
With 1,500 Chunin, the Nation of Qin had ascended to the ranks of formidable smaller Shinobi villages, gaining recognition in the region.
This rapid progression was largely due to the soldiers' already exceptional physical conditioning and the strategic use of the Immeasurable Swallowing-Jutsu developed by Qin Yi.
After a full month, the reputation of the Nation of Qin's Shinobi had spread across the sea region. Nearby Shinobi villages had all taken notice of this emerging force.
What set them apart wasn't just their numbers but their voracious appetites—devouring any meat or fish they encountered, a side effect of their unique training method.
Because of this, conflicts began to arise between the Shinobi of the Nation of Qin and other villages during hunting and fishing expeditions. However, these altercations never escalated into full-blown battles.
Their overwhelming numbers and seemingly mystical Ninjutsu abilities deterred potential challengers, forcing other villages to swallow their grievances in silence. The sheer deterrence of their strength maintained an uneasy peace.
Deep within the forests, the training grounds echoed with battle cries as recruits honed their skills. Along the shores, fishermen set out to sea, safeguarded by Shinobi escorts.
The Nation of Qin was growing at an astonishing pace.
During this time, Qin Yi had dedicated himself to creating new Ninjutsu. Within his QinKage Office Building, powerful and innovative techniques were continuously developed and disseminated throughout QinKage Village.
"The Immeasurable Swallowing-Jutsu truly is remarkable."
"In just one month, I'm already approaching the peak of Chunin."
Qin Yi was satisfied with his progress. At this rate, he had every reason to believe he could reach Jōnin level before the three-month deadline.
Once he attained the Chakra reserves of a Jōnin, he would be able to unleash his full potential— and even borrow some of Uchiha Madara's power when necessary.
"Keep training. The citizens are improving rapidly as well."
"They'll hit a bottleneck soon, but this much progress is already enough."
"How long has it been since I arrived in this world?"
Qin Yi was genuinely pleased with the progress. His knowledge of this world had allowed him to accelerate development, a feat that would have been far more difficult under normal circumstances.
After all, the Naruto World was a high-risk battlefield where survival was never guaranteed.
Time passed swiftly, and before long, the second month since the Nation of Qin's founding had arrived.
On this day, the doors to the QinKage Office burst open, and the Three Generals entered, their faces alight with excitement.
"Your Majesty!"
Qin Yi opened his eyes, surprised by their sudden arrival.
"What's the matter?"
During this phase of rigorous training, the Three Generals had been so occupied that he rarely saw them.
"Your Majesty, we've become Jōnin!"
"Not only that— General Qin Lin has awakened a miraculous ability!"
Their voices carried an unmistakable sense of exhilaration.
Qin Yi was momentarily stunned before realization struck him.
"You've all advanced to Jōnin? And Qin Lin awakened a special ability?!"
This was beyond his expectations. He was still stuck at the threshold of Jōnin, yet they had already broken through.
