As they progressed deeper into the Royal City, more and more people gathered along the streets. Malnourished and filthy from years of suffering, their gaunt faces were now alight with hope. At the sight of Qin Yi, they struck their right fists to their chests in solemn respect.

And the source of this power? The young man walking at the front.

Restoring life itself— such a power was terrifying. Even more so because Qin Yi showed no signs of performing a technique.

Madara's eyes darkened. He couldn't comprehend this ability, yet it was undeniably real.

"Wan Qiu." Qin Yi nodded.
When he had first awakened in this world, there had been no time for pleasantries. But now, seeing her again, her name surfaced in his mind naturally.
"I will prepare tea for Your Majesty and the guests."
Wan Qiu was very perceptive— she knew these people had matters to discuss. Without delay, she turned and left.
"Everyone, take your seats. The Kingdom is still in its infancy— there's no need for excessive formality."
Qin Yi took his place on the Royal Throne and spoke with a steady expression on his face.
The others hesitated only for a moment before sitting down as well. All eyes shifted to Uchiha Madara, who remained standing.
"Madara San, please sit."
Qin Yi's voice was deep, carrying an unspoken authority and Madara's expression shifted slightly before he finally sat.
Then, Qin Yi spoke.
"We must establish domestic order immediately. We have no time to waste. Only when the Kingdom's Way is secured and the two nations fully merge can we find true stability."
"I may not be as well-versed in the Royal City's internal affairs as the Three Generals."
Qin Yi's gaze shifted to Qin Lin and his fellow officers.
"I need you to select a group of capable civil officials to oversee governance."
Qin Lin and the others exchanged glances but did not hesitate.
"Understood."
The former King had abandoned this land, stripping it of its structure, politics, and civilization. The Kingdom had split, and those who once held power had been reduced to commoners, their memories of governance wiped clean.
Yet, they still understood the workings of the Royal City better than anyone.
"Next, we must begin integrating the Ninja Civilization. Chakra and Ninjutsu training should commence immediately."
Qin Yi's words took the group by surprise.
If the Kingdom could fully establish the King's Way, the Ninja Civilization would merge seamlessly into its foundation. In time, Qin's Nation would naturally become a supernatural society, where every citizen could awaken as a Shinobi. There seemed to be no urgent need to accelerate training.
"The Otherworld remains an unpredictable battlefield until the King's Way is complete."
"For now, our homeland serves as a strategic base— a transit point for supplies and reinforcements."
Qin Yi's voice was measured.
The group quickly grasped his intent.
Advance forces were crucial, but logistics and stability were just as essential.
Finally, Qin Yi's gaze turned to Uchiha Madara.
"Madara San, you've now seen the state of our Kingdom. It is still in the early stages of development."
His eyes met Madara's.
"I ask you— will you join us in building this nation?"
