Chapter 202 - Discussing Future Plans

— — — — — — —

"Oh?"

Dragon's eyes lit up as he looked at Kaito and said,

"I didn't expect you to think this way, Kaito-sama!"

"This is actually a brilliant idea!"

"If we operate under the name of a Yonko crew as cover, even if we implement reforms within our territory, it won't attract too much attention from the World Government. This plan has a real chance of success."

"The education and training of talent are indeed crucial."

"We need to cultivate more qualified allies who share our ideology."

"Only then will we have a chance at success."

"Compared to your plan, mine seems so naive and opportunistic!"

"It looks like I should stop building the Revolutionary Army and instead join your plan directly."

When Dragon compared his own plan to Kaito's, he felt like his so-called strategy was nothing more than a pile of garbage.

It simply didn't compare.

"No."

Kaito shook his head immediately and said, "I have no objections if you want to join me. In fact, I fully support it."

"But you still need to build the Revolutionary Army."

"In fact, you should refine its structure further based on the principles in the Book I gave you, establishing a core ideology that aligns closely with mine."

"Then, continue optimizing your approach—just as you would have in the original timeline—by spreading your influence throughout the many kingdoms of the Four Seas. Recruit and train like-minded individuals, focusing on the common people, and continuously expand and unite your movement."

"Once we have developed enough strength and influence, we will use one or more decaying kingdoms as test cases, launching uprisings to overthrow the old, rotten regime."

"We will then establish new countries based on our principles and framework."

"I need you to use the Revolutionary Army as a distraction, drawing the World Government's attention."

"Meanwhile, I will continuously deploy people to infiltrate the Navy, various kingdoms, and major factions."

"We will also try to turn the Navy against the World Government, making them our own."

"When our top-tier combat strength reaches a sufficient level, I will begin—"

"At the same time, we will convert several of the strongest pirate forces and make them work for us."

"Only after that will we fully emerge from the shadows, rally our elite forces, and launch an assault on the Red Line."

"We will destroy Pangaea Castle, eliminate the Celestial Dragons, the Five Elders, and the true masterminds behind the World Government—the ones who originally created it, Imu."

"After that, our infiltrators within major factions and kingdoms will join forces with the Revolutionary Army and the Navy to topple those countries, wipe out the old order, and build a new world based on our core ideology."

"What do you think?"

Kaito took his time explaining his full strategic plan for the world of Pirates to Dragon in detail.

After hearing it all, Dragon's round face was full of admiration. He exclaimed,

"Kaito-sama, your plan is far grander than my Revolutionary Army strategy!"

"Whether it's the systematic infiltration of kingdoms, pirates, or even the Navy, I hadn't considered any of this before."

"Especially the Navy—do you really think they can be turned to our side?"

Facing Dragon's curious gaze, Kaito chuckled and nodded.

"Of course! While the Navy is, on the surface, just a lapdog of the World Government and the Celestial Dragons—"

"Its core principles is still about upholding justice."

"Even if these principles were initially crafted as a propaganda tool to justify the World Government's rule—"

"Most mid- and low-ranking naval officers genuinely believe they are fighting for justice, cracking down on crime and piracy, and protecting innocent civilians."

"This belief is what led many of them to join the Navy in the first place."

"Even among the Navy's high command, there are still individuals who are genuinely committed to justice."

"The new world order we will establish will naturally need them."

"If we can successfully sway the Navy to our side, it will be crucial to fully overthrow the old system and establish a new one while ensuring global stability and minimizing chaos."

"Of course, there will still be a faction within the Navy that is corrupt, greedy, and lawless, as well as those who are genuinely loyal to the World Government and the Celestial Dragons, eager to be their lapdogs."

"These cancers will need to be eradicated when we take control of the Navy."

Hearing this, Dragon's admiration for Kaito grew even stronger.

He felt that everything Kaito said made perfect sense.

Indeed, the Navy was an essential target for infiltration and conversion.

Without hesitation, Dragon said to Kaito,

"Kaito-sama, I understand! You're absolutely right!"

"As you know, I am the son of the Navy's hero, Vice Admiral Garp."

"I also served in the Navy for several years and made many good friends there."

"Should we start by infiltrating through them?"

"In fact, when the time is right, it might even be possible to bring my father over to our side!"

Dragon was all about family loyalty.

In his mind, rather than letting his old man remain stuck in the Navy, it would be far better for him to join them.

In fact, he even wanted his father to max out his favorability with Kaito as soon as possible and form a contract with him.

That way, Garp would be able to obtain various benefits—

Extended lifespan, improved physical potential, and a higher ceiling for personal strength, making him even more formidable.

If his father could form a contract with Kaito early on, given his talent, a few years of training might allow him to crush the Admirals and beat Imu to a pulp.

"That might actually work!"

Kaito nodded knowingly and said, "We can start influencing those people, but we can't rush it."

"This has to be done step by step—going too fast will only put them in danger!"

"As for your father, it's even more critical to take our time."

"I'll find a way to get close to him. I'll gain his and Sengoku's trust, gradually increasing their favorability toward me."

"Once they're under contract, the Marines will naturally fall into my hands and become my weapon."

"Is that so?"

Dragon listened with admiration and said, "As expected, you've thought everything through."

"Indeed, we can't rush this. I'll print some Books and secretly distribute them to my old Marine comrades, slowly influencing their ideology."

"It'd be best if you could contract my father and the others as soon as possible."

Getting the high-ranking Marines under contract was exactly what Dragon wanted to see.

Though realistically, he knew it wouldn't be that easy.

The Marines were full of different factions.

Not everyone could be won over, and choosing sides was inevitable.

"Alright! I'll handle it."

Kaito smiled and nodded in agreement.

They continued talking for a long time, discussing ideological frameworks and future plans in detail.

Dragon kept asking questions, and Kaito answered them patiently.

They even shared two meals during their conversation.

Finally, late at night, they wrapped up the discussion and went to rest.

The next day, Dragon hurriedly left the Island, preparing to establish the Revolutionary Army and raise its banner as planned.

Of course, in the early stages, he needed to gather like-minded individuals to join while also providing them with ideological training and setting up a clear framework.

As for supplies and funding, Kaito had already promised to fully support Dragon.

To ensure the Revolutionary Army grew rapidly and smoothly, he would send provisions directly each month.

There was no need for Dragon to dispatch people to receive the goods.

Kaito could simply transfer everything from his storage space to Dragon, making the process quick, efficient, and safe.

Before Dragon left, Kaito also asked about Vegapunk's whereabouts.

"Right now, Vegapunk has been taken by the World Government and moved to the secret Egghead Island base in the New World."

"The security there is extremely tight—not only are Marine elites guarding it, but there are also CP0 agents under the World Government. Even I have a hard time getting close to him."

"I can only communicate with him through covert means from time to time."

"Why? Kaito, are you interested in him?"

Dragon revealed the information and inquired.

"Yes!"

Kaito nodded without hesitation. "A genius scientist like him is someone I'm very interested in."

"I want to bring him to my side, have him develop advanced technology for me."

"I need his help in researching Devil Fruits and more."

"If possible, I want to meet him as soon as possible and have a proper discussion. Do you have a way to make that happen?"

Currently, Kaito's greatest interest in Vegapunk was his Devil Fruit research.

He wanted to replicate as many Zoan-type Human-Human Fruits as possible.

This way, his people could each have one, eliminating the need for fruit-sharing, drastically improving their training efficiency.

Additionally, he wanted to give Chopper one of these fruits, helping him return to his potential future self and gain immense growth capabilities.

If nurtured well, Chopper might even become a medical genius on par with Tsunade or Kureha.
