(Third Person POV)
[Egghead Island, A Year Before Monkey D. Luffy Set Out To Sea]
"Dr. Vegapunk...." A Marine Officer approached the scientist who was sitting in front of a monitor, "Another report has come in."
Vegapunk, who was focused on some papers in his hand, ignored the officer. His eyes were staring directly at the contents of the papers in both of his hands, taking in the information. His tongue was out but despite that, he kept mumbling under his breath.
The Officer walked up to him, holding a paper in his hand, "Dr. Vegapunk." He repeated after clearing his throat, "This is urgent. Another report has come in."
Vegapunk looked up, "Huh?" He said, "Oh, I did not notice you there! What is it now? Did you bring me more news?"
The officer handed him the paper, "Yes." He said, "It appears that another Legendary Beast User has been spotted."
Vegapunk took the paper, "What?!" He exclaimed, "This is incredible! This marks three in the past two months! And this one.....how big was it?"
"I do not know." the officer said, "It was spotted in Paradise around a week ago."
Vegapunk read the report, his eyes quickly going from left to right, "Interesting...." He said, "What a strange creature....I would sure love to study one...."
"Indeed..." The Officer said, "It created significant destruction. There has been orders to capture the User and he would be shipped here for observation."
"Interesting..." Vegapunk said as he began to read the report aloud, "Ancient Zoan-like Bipedal appearance....dark blue in color....with a strange crest that has a green-like substance that detonates into an explosion. Its forelimbs are fingerless fists that are coated in the green-like substance.....according to the brief witness, the creature constantly punched the ground to create explosions...."
The Officer nodded, "The damage it caused was immense." He said, "It has been two and a half months since the Zero-Point Event as you've called it. Since then, Users of these fruits were spotted already creating destruction."
"Yes...." Vegapunk said, "And this is the second with Ancient Zoan-like features, similar to the Allosaurus that one Marine of yours has. The other was a massive and hulking green one that had a strange mouth, was it not?"
"Not much is known about that. It appeared suddenly on an island not affiliated with the World Government in the South Blue and destroyed several villages." The Officer said, "A Cipher Pol agent was undercover there when it happened, he was the one who sent the report."
"And the third one...." Vegapunk said as he set the papers down, "That is the one I am the most curious about....."
The Officer nodded, "A large two-winged reptilian creature." He said, "It was almost like the dragons you tried creating in Punk Hazard. It fired flames from its maw."
"It has the power of flight." Vegapunk said, "And considering that not many have that ability, it could go anywhere in the world undetected. Be on the lookout for that one. Not many could do that in the New World. But do not confuse those commanders from those Yonko Crews, okay?"
The Officer nodded, "Yes." He said, "What do you suppose these things are?"
"I do not know." Vegapunk said, "And that is what makes this exciting. Shortly after the Zero-Point, I have noticed that a strange Devil Fruit appeared here in Egghead. And of course, I was not going to eat or have anyone else use it.....and I noticed that it contained the same energy signature from the light of the Event. And then I discovered that it had the power to turn anyone who consumes it into a strange and powerful beast!"
"And that fruit?" The Officer asked
"Locked away and kept safely." Vegapunk said, "It is precious research material. Inform your superiors that until I discover the true potential of that certain fruit, nobody will consume it to gain its powers. Only then, will I allow someone to eat it."
"Very well." The officer said with a nod, "I will send a message to Fleet-Admiral Sengoku."
"Do that." Vegapunk said, "If you manage to capture one of these Users, be careful not to kill them! I wish to study their powers."
"Of course, we have orders not to do so." The Officer replied
"Good." Vegapunk said, "Now, I have plenty of work to do. I need to continue researching this strange and marvelous event and its energy effects."
The Officer nodded and turned around, walking away without another word.
As he left the room, Vegapunk looked at the papers in his hand, "Hm....." He said, "Curious....these Devil Fruits possess so much power...so much potential....."
"I wonder how this will affect the world...."

[Marineford, A Couple of Weeks Later]
"Another one?" Sengoku said with a serious scowl, "How many does that make?"
"Six, sir." The Officer who stood in front of his desk said, "All across the Grandline and one on the North Blue."
"Six more?" Garp said as he crossed his arms while he sat in the couch next to the desk, "That is not good. Are they still the unknown Zoans?"
"Legendary Beast Users as Vegapunk classified them." Sengoku said, "They are popping up more rapidly than the first three that emerged. Seems that more and more are finding these fruits."
Garp had a somewhat neutral look on his face, "And they are all causing havoc?" He said, "Have our Men be on the lookout. We beat them down and send them to Impel Down."
"No." Sengoku said, "I have received orders from above that we are to send them to Egghead Island for examination."
"Are you serious?" Garp scowled, "What for?"
"We do not understand these new and foreign powers." Sengoku said, "They are not ordinary Zoans as clearly stated by Vegapunk. Some could be on par with Mythical Zoan-types but they are nothing like we have ever seen."
"Tch..." Garp said, "So we just send them all to that island so Vegapunk could poke into them?"
"Something like that." Sengoku said, "They are all causing rampage which I find peculiar. If they cause too much damage, we need to do something about it."
"One is allegedly not far from Sabaody." The Officer said, "Should we send men to capture it?"
"Yes." Sengoku said, "Garp, lead a fleet and go to capture this Legendary Beast User. Any details about it?"
"A massive red dog-like creature with scales." The Officer said, "It is fast and powerful."
"Hm. Not as fast and powerful as this old fool, I'd wager." Sengoku pointed at Garp, "Go on and get it done."
"I do not think I need a fleet for it." Garp said as he stood up, "I will take my ship alone."
"As you wish." Sengoku said, "But get it done."
Garp waved him off, "Yes Yes...." He said, "I will get it done."
The Officer said, "That is one of the Beast's description." He said, "The others are more bizarre and disturbing."
"Hm..." Sengoku said, "Is that so?"
"Yes." The Officer gave him a paper, "These are the rest."
Sengoku sighed, "What will the world come to?" He said,
"We have enough trouble as it is."
