Naval Headquarters. Office of the Fleet Admiral.
Fleet Admiral Sengoku sat behind his desk, eyes narrowing as he flipped through the thick stack of evidence sent to him by Luo Ye — irrefutable proof of Donquixote Doflamingo's atrocities.
Sengoku's arms trembled as he reviewed the countless crimes committed by Doflamingo, a man who once ruled Dressrosa with an iron fist.
Historically, Dressrosa had been under the control of the Donquixote family for centuries. However, during the founding of the World Government, the Donquixote family renounced their royal status and relocated to Mariejois, becoming one of the Celestial Dragon families. With their abdication, the Riku family rose to power and ruled Dressrosa for generations with fairness and peace.
Under King Riku Dold III's reign, the kingdom experienced prosperity and stability. Compared to the era when the Donquixote family governed through fear, the Riku era was a time of benevolence. But all of that changed when Doflamingo returned to reclaim his "birthright."
Despite centuries of peaceful leadership, the Riku family was overthrown in a single night by Doflamingo's manipulation and brutality. Using the power of his String-String Fruit (Ito Ito no Mi), Doflamingo not only crushed their resistance but coerced the king into massacring his own people through deception, thus justifying his takeover.
Dressrosa, once again under Donquixote rule, appeared peaceful on the surface, but beneath that veneer lay a realm of unspeakable darkness. The illusion was maintained by one of Doflamingo's top officers — Sugar, a user of the Hobby-Hobby Fruit (Hobi Hobi no Mi), who turned countless citizens into toys. These victims were then erased from the memories of their loved ones, creating a dystopia disguised as paradise.
What enraged Sengoku the most was not only the mass manipulation but the hidden operations taking place under Doflamingo's control. An underground factory beneath the Corrida Colosseum was secretly producing artificial Devil Fruits — intended to bolster the army of Kaido, one of the Four Emperors. This criminal enterprise formed the core of Doflamingo's alliance with Kaido, enabling mass human experimentation and weapons distribution through the underworld.
As if that wasn't enough, human trafficking, slavery, and arms smuggling were rampant — all protected and concealed by Vergo, a high-ranking Marine officer in G-5 who was secretly one of Doflamingo's most loyal subordinates. His infiltration of the Marines allowed Doflamingo to evade justice for years.
"Bang!"
Sengoku slammed his hand on the table, fury boiling over as he picked up the Den Den Mushi and called Luo Ye.
"Luo Ye, is all this information true?" he asked, his voice low and dangerous.
"Of course it's true," Luo Ye replied calmly.
Sengoku clenched his jaw. "To think that such a heinous pirate was allowed to become one of the Seven Warlords of the Sea… What utter foolishness!"
Taking a deep breath, Sengoku's tone darkened. "Luo Ye, end the Dressrosa situation. As for Doflamingo — it doesn't matter whether he lives or dies!"
Luo Ye raised an eyebrow. It was rare for the usually composed Sengoku to issue a kill order. The depth of his rage was palpable.
Just as Luo Ye was about to end the call, Sengoku added, "I'm sending reinforcements to meet you. You will enter Dressrosa after you link up with them. We can't allow chaos to erupt during this mission."
Luo Ye frowned slightly but gave his agreement.
Initially, Sengoku had intended only to intimidate Doflamingo, so he dispatched only a single warship. But with new intel confirming Doflamingo's crimes and alliances, it was clear this mission had escalated. Preventing civilian casualties was now paramount, even as justice was sought.
Luo Ye slowed his warship, as ordered, confusing the sailors onboard. No one dared question the Silver Eagle Admiral, despite his usual easygoing demeanor — especially after witnessing his formidable combat prowess firsthand.
Watching quietly were Ace and Sabo, assigned as Marine colonels. Their burning desire to engage in battle was nearly visible, but they restrained themselves. They knew their place in the chain of command and waited patiently for Luo Ye's lead.
Soon, a second warship approached at high speed.
"Silver Eagle Admiral!"
The woman in Vice Admiral uniform standing at the bow greeted him with a shout.
Luo Ye narrowed his eyes.
Momousagi? he thought. So Sengoku had sent Vice Admiral Gion — better known as Momousagi — to join him.
He wasn't surprised by her rank or strength, but he questioned the delay. "What took you so long to catch up?"
Momousagi flinched slightly. They had known each other for years — they were more than comrades, maybe even friends. But his tone now was cold and formal, devoid of warmth.
"There were no delays on my end," she replied quickly. "I received Marshal Sengoku's orders suddenly while leading G-3 in pirate suppression in the New World. I mobilized immediately."
Luo Ye nodded and let the matter drop. Momousagi exhaled in relief. When Luo Ye was preparing for combat, his personality often shifted — sharp, focused, and unrelenting.
Climbing aboard his ship, Momousagi asked, "Silver Eagle Admiral, is this operation truly aimed at Doflamingo — one of the Seven Warlords?"
"Didn't Sengoku brief you?"
She shook her head. "No. He only said to rendezvous with you immediately. Nothing more."
Luo Ye wasn't surprised. Sengoku likely wanted Doflamingo eliminated before higher-ups like the Five Elders could interfere. If it was done swiftly, there'd be no time for politics.
Seeing him nod in confirmation, Momousagi pressed on. "Then why not call in G-5? Aren't they stationed closer to Dressrosa?"
Luo Ye glanced at her. "Because Vergo from G-5 was Doflamingo's spy. He's already been arrested."
"WHAT?!"
Momousagi's eyes widened in shock, unable to believe what she'd just heard.
