After a long time of serious hard work, Ye Wen felt a bit tired.

However, fortunately, his wisdom was still highly effective in this era.

After carefully reviewing the plan once more, Ye Wen methodically arranged for its implementation.

Rural construction didn't require overly advanced materials—most were sourced locally, with labor being the only significant cost.

After the first batch of Weilong houses was completed, Ye Wen personally visited the site to inspect them.

He stared at the structure before him, momentarily lost in thought. The ancient Chinese architectural style made him feel as if he had returned to his past life.

"Master, is there a problem?" The official in charge of construction looked at Ye Wen nervously.

After all, this type of architecture was new to him, and given Ye Wen's high status, the official feared he might have made a mistake.

Coming back to his senses, Ye Wen gently shook his head.

"No, you've done an excellent job. From now on, this project will be under your exclusive supervision. I don't care how aesthetically pleasing the structures are, but their quality must match this Weilong house. Otherwise, you know the consequences."

Upon hearing this, the official first sighed in relief, then felt a wave of joy.

As a grassroots official, he was well aware of the immense profit margins in this project.

Of course, embezzlement was out of the question—he wouldn't dare. A while back, a group of powerful inspectors had suddenly appeared, sweeping away many corrupt officials who had lined their pockets.

But being an expert in this field, he naturally knew how to discreetly skim profits without breaking the law of the Holy Spirit Empire. Moreover, since this project was empire-wide and under his supervision, once completed, his career path would undoubtedly soar.

Ye Wen paid no mind to this small man's elation.

Rewarding merit and punishing mistakes was one of Ye Wen's core principles.

Next came the next phase of the plan.

Thinking back to the carriage ride to the far north that nearly made him vomit, Ye Wen felt a pang of discomfort.

Having grown up under the red flag, Ye Wen naturally understood that focusing solely on education wasn't enough—economic development was equally important.

As the saying goes, "To get rich, build roads first."

The next infrastructure target was the renovation of the main roads within the Holy Spirit Empire.

Though the former Tian Dou Empire had undertaken similar projects, it had been a two-thousand-year-old empire.

The entrenched corruption among noble officials meant that road construction was often riddled with inefficiencies. Potholes and uneven surfaces were the norm, severely affecting the transportation speed of ordinary people.

In this extraordinary world, nobles and strong individuals often possessed abilities for high-speed movement, so they rarely cared about road conditions, leading to this unfortunate outcome.

But Ye Wen couldn't ignore it.

Coming from the people, he naturally had to think for the people.

Compared to the nationwide rural reforms, road renovations were relatively less labor-intensive.

Cement and other materials had already been developed by Ye Wen and were now put to good use.

Watching the rapidly improving roads, Ye Wen nodded in satisfaction.

At this rate, he estimated that the entire civilization upgrade of the Holy Spirit Empire could be completed within five years.

Next, all he had to do was wait for the results. Ye Wen stretched lazily.

After all, he had already dispatched the inspection teams. Whether it was shoddy work or corruption, as long as they dared to reach out, Ye Wen wouldn't hesitate to act harshly.

"To be an official~ who doesn't serve~ the people~ is better off~ going home~ to grow sweet potatoes~"

Humming a cheerful tune, Ye Wen returned to his quarters.

"Let's begin!" Two wives!

After an intense session of dual cultivation, Ye Wen encountered another task.

"Ah, this again..."

Looking at the subordinate who had come to report, Ye Wen felt somewhat exasperated. What was this? Just as he finished one task, another arrived.

But since it was part of the work he had assigned, taking it on was normal. Bibi Dong had passed the ball perfectly.

The ruins of the City of Slaughter had been cleared.

After all, for soul masters at the Soul Sage level, using their True Body martial souls to clean up the ruins was just a matter of time.

But what should be done with the City of Slaughter?

Ye Wen returned to the City of Slaughter, now reduced to a dried-up Blood River with its remaining ruins swept clean. He fell into deep thought.

As the only place in the entire Douluo Continent where two gods had achieved enlightenment, the City of Slaughter was unique in many ways.

Although both the Asura God and the Rakshasa God were deities of malice, their inclinations differed. The Asura God cultivated pure killing power.

Thus, the original City of Slaughter was merely a place of slaughter, devoid of other influences.

Later, when the Rakshasa God, who cultivated evil power, achieved godhood, the nature of the City of Slaughter shifted toward decadence, evil, and indulgence.

Ye Wen had no intention of restoring this place to the pure killing grounds of the Asura God.

After all, the Asura God position had nothing to do with him—why should he work for free for the Asura God?

If he were to help anyone, it would be his beloved wife, Bibi Dong.

Bibi Dong had broken through to become the Rakshasa God many years ago, but her cultivation progress had been painfully slow. Without Ye Wen's assistance, she would still be stuck at the Divine Official stage, lacking even the strength of a Tier 3 god.

As for the reason...

One could only say that both the Asura and Rakshasa were miserly and stingy beings.

In the early stages of breaking through to godhood, rapid growth in cultivation required a massive influx of faith energy; otherwise, progress would be sluggish.

Unfortunately, when Bibi Dong inherited the godhood, she discovered that the Rakshasa God had left her almost no residual faith energy.

Though the City of Slaughter continuously provided faith energy, those within it were of such low quality that they couldn't generate substantial faith energy for Bibi Dong.

This was why, in the original story, during the Battle of Jialing Pass, Bibi Dong was ultimately killed by Tang San, who had only recently ascended to godhood.

Both were gods of malice. Even though the Rakshasa God wasn't a God King, Bibi Dong had become a god several years earlier—there was no reason for her to be so much weaker than Tang San, to the point of having her divine core destroyed.

Therefore, for his beloved Bibi Dong, Ye Wen planned to completely transform the City of Slaughter into a place that nurtured her evil powers.

But the specifics required careful thought, as evil energy was indeed a peculiar and sinister force.

After a long while, Ye Wen clapped his hands.

"I've got it."

From Bibi Dong, Ye Wen had learned the definition of evil energy.

It was all negative emotions—that was the essence of evil energy.

Human negative emotions were diverse, but they could generally be categorized into the Buddhist concepts of birth, aging, sickness, death, unfulfilled desires, meeting with hatred, separation from loved ones, and the suffering of the five aggregates.

Thus, Ye Wen planned to create a hellish purgatory that used illusions to torment prisoners endlessly, finally offering them hope in their despair, thereby making them worship the Rakshasa God.

What a brilliant idea.

A smile spread across Ye Wen's lips. He was confident that Bibi Dong would gladly accept this gift.
