The Uzu no Kuni (The Land of Whirlpools) was situated on a small island less than ten kilometers from the Nation of Qin, making the two nations close neighbors.
To harness the power of the Bijū (Tailed Beasts), the Fūinjutsu (Sealing Techniques) of the Uzu no Kuni (The Land of Whirlpools) was an exceptional method.
However, before resorting to that, Qin Yi intended to try a different approach.
Carrying the sealed jar containing the Seven-Tails, Qin Yi swiftly arrived at a vast, open space. He had specifically chosen this area to prevent any mishaps in case the Bijū attempted to break free.
Frankly, Qin Yi had little faith in Konoha's sealing techniques.
"If this Bijū joins the Nation of Qin..."
His gaze flickered as he contemplated.
As King, he could draw upon the strength of any subject within his realm, including the Bijū. This was different from a Jinchūriki (Human Sacrifice) directly wielding a Bijū's power, it wasn't his own strength, but it was a much safer and risk-free method.

Through these eyes, the world appeared entirely different.
The half-meter-tall sealed jar was no longer visible. Instead, a pair of sinister, malevolent eyes stared back at him. Simultaneously, an immense energy fluctuation became vividly clear within his gaze.
For the first time, the Seven-Tails, Chomei, manifested before him.
"Seven-Tails, Chomei!" Qin Yi's deep voice resonated, startling the Bijū from its slumber within the seal.
With its acute senses, Chomei immediately pinpointed the source of the voice.
"Human... how do you know my name?" The Seven-Tails' voice carried a trace of astonishment.
For the Bijū, their names held great significance. They did not share them lightly. Only those they acknowledged were ever granted this knowledge.
"I know many things, Chomei." Qin Yi's tone remained calm and composed.
In an instant, his blood-red eyes sharpened, drawing him into direct confrontation with the Seven-Tails.
Now, they faced each other through the barrier of the seal and the compact jar.
Upon closer inspection, Chomei's form was that of a colossal insect, its multifaceted eyes gleaming with cunning intelligence.
As Qin Yi knew, among the nine Bijū, the Seven-Tails was the most elusive, adept at hiding and evading capture.
"Just knowing my name means nothing, human. What is it you seek from me?" Chomei's gaze flickered, its voice deep and cautious.
The intelligence of the Bijū was no less than that of humans. They had existed since ancient times, surviving through endless ages, amassing vast knowledge and wisdom.
"I have founded a kingdom, and I hope you will join it."
Qin Yi's words were straightforward.
"A kingdom? You want me... to join?"
Chomei was visibly taken aback. Surprise flashed across its insect-like eyes as it curiously studied Qin Yi, scrutinizing him with undisguised suspicion.
Yet, from the faint smile on the human's face, the Bijū could not discern his true intentions.
"Yes, Chomei. In my eyes, you are no different from humans. We can be friends."
Qin Yi spoke with sincerity.
Upon hearing this, the Seven-Tails trembled, its eyes widening in shock. Though bound tightly by Fūinjutsu (Sealing Techniques), making movement difficult, it still struggled to shift its gaze downward, attempting to see Qin Yi more clearly.
After a brief silence, Chomei let out a cold, mocking laugh.
"Human, your words are empty. You never intended to be my friend."
"You only seek to use me!"
"Leave!"
With that, the Seven-Tails shut its eyes, refusing to acknowledge Qin Yi any further.
Qin Yi was momentarily stunned, then shook his head with a wry smile.
He had underestimated the intelligence of the Bijū (Tailed Beasts); his attempt at persuasion had been easily seen through.
However, he was not discouraged. Dispelling his Sharingan, he hoisted the sealed jar onto his shoulder and returned to the Nation of Qin.
After placing the jar in a secure location and assigning guards to watch over it, he made his way back to his office.
Originally, Qin Yi had considered using the power of the Sharingan to forcibly subdue the Bijū. However, after this encounter, he abandoned that plan. The Seven-Tails was among the most powerful Bijū, second only to the Eight-Tails and Nine-Tails. If anything went wrong, the consequences could be disastrous for the Nation of Qin.
"It seems I still require the Fūinjutsu (Sealing Techniques) of the Uzu no Kuni (The Land of Whirlpools)."
Letting out a sigh, Qin Yi pondered for a moment before pulling out a sheet of paper and quickly writing a message.
Once finished, he folded it carefully and handed it to a soldier.
"Frame this message and deliver it to the leader of the Uzushiogakure (Hidden Village of the Whirlpools)."
"Tell them the Nation of Qin has an important request. There will be generous rewards."
The soldier nodded and departed swiftly.
The letter contained information regarding the Bijū (Tailed Beast). Qin Yi hoped the Uzushiogakure (Hidden Village of the Whirlpools) would assist in completing the Jinchūriki (Power of Human Sacrifice) ritual.
Three days later, Qin Yi was in his office, managing state affairs.
Suddenly, a soldier arrived with an urgent report.
"Your Majesty, we have captured Shinobi from the Takigakure (Village Hidden by a Waterfall) in the Qin Forest."
Qin Yi raised an eyebrow. "Takigakure (Village Hidden by a Waterfall)?"
"Yes, after interrogation, we learned their mission was to capture the Seven-Tails."
Qin Yi's eyes darkened. Setting his work aside, he immediately stood up and motioned for the soldier to lead him to the captives.
There had been two teams from the Takigakure (Village Hidden by a Waterfall), one acting as a vanguard, while the other remained hidden. Thus far, only the vanguard had been captured.
The restrained Shinobi looked defeated, but upon seeing Qin Yi, their expressions turned even grimmer.
"We underestimated the Nation of Qin's strength. This was a grave miscalculation on our part."
"However, the Seven-Tails belongs to the Takigakure (Village Hidden by a Waterfall)!"
The leading Jōnin gritted his teeth as he spoke in a low, resolute voice.
Qin Yi's gaze turned icy.
"You dare trespass into my Nation of Qin unannounced, does your village intend to provoke war? Do you take us for weaklings?"
"War?!"
The Jōnin's expression shifted in shock. Clearly, he hadn't expected Qin Yi to escalate the situation so directly.
"Once we capture the rest of your hidden forces, my Nation of Qin will demand justice from the Takigakure (Village Hidden by a Waterfall)."
Qin Yi's eyes gleamed coldly as he turned and left.
The bound Shinobi from the Takigakure (Village Hidden by a Waterfall) paled, their faces filled with dread.
As Qin Yi walked away, his expression was frigid, his mind racing.
Without hesitation, he issued orders to the Shinobi standing nearby.
"Increase the guard patrols along the borders of the Qin Forest."
"Seal all entry and exit points connecting the Nation of Qin to the outside world."
"I want those vermin to have nowhere to run."
"To dare act against my Nation of Qin… truly reckless!"
