The blue-clothed man was a retired soldier from the 191 Special Forces, his daughter had gone missing, so he had been searching for her, then because of an injury to his right leg got into a conflict with the gang and became a target.
Slowly he realized that it was unrealistic to find his daughter on his own, so he simply 'exposed his identity' in hopes of using a reward to stimulate the gang's initiative to help locate his daughter.
