Kyogre's awakening had not only brought storms and tsunamis but also chaos to the Pokémon living in the ocean. Many had been driven into a frenzy, turning their aggression toward humans.
Rustboro City, where Roxanne was based, had been relatively unaffected by Groudon and Kyogre's activities. As a result, she had been dispatched to Slateport City to aid ships stranded at sea.
But the current situation was far worse than she had anticipated.

"It's Winona!" a crew member exclaimed, recognizing the Gym Leader perched atop her Altaria.
Winona, clad in her signature sky-blue flight suit, her purple hair tied neatly back, had arrived from Fortree City, the closest city to Slateport, to assist with the rescue.
Roxanne's face lit up with relief at the sight of her.
Winona wasted no time exchanging pleasantries. Fixing her eyes on the approaching wave, she silently calculated the perfect moment to strike.
As the wave reached its critical point, Winona acted decisively.
"Now!"
At her command, Altaria dove gracefully through the storm, letting out a melodic cry as it unleashed a beam of energy.
Winona's Tropius and Pelipper joined in, firing their own attacks.
The combined force of the three Pokémon's moves tore a hole through the wave, preventing it from crashing directly onto the ship.
However, Winona's expression remained tense. The wave had been neutralized, but something unexpected emerged from the broken waters.
Enormous shadows surged forward—several Wailord, each over 10 meters long, barreling toward the ship.
"It's Wailord!" someone cried.
The waters between Mossdeep and Slateport were a natural habitat for Wailord, which often traveled in pods. Their immense size and graceful breaches made them a popular attraction for tourists visiting Slateport City.
But Kyogre's tsunami had clearly disrupted the peaceful Wailord, leaving them helplessly swept along by the wave.

With a single, thunderous punch, Dragonite struck the lead Wailord. Electricity arced across its massive body, leaving it trembling uncontrollably before it collapsed into the water, unconscious.
Without hesitation, Dragonite launched itself toward the remaining Wailord, striking with the precision of a predator.
One punch.
Two punches.
Dragonite moved with a speed and agility that defied its bulky frame, each punch landing squarely on the Wailord.
The Thunder Punch attacks were devastatingly effective against the Water-type Pokémon, rendering them incapacitated one by one.
As the immobilized Wailord drifted helplessly on the water's surface, a Gyarados joined the fray. With a flick of its powerful tail, it pushed the remaining Wailord safely out of the cruise ship's path.
The danger had passed.
The passengers and crew let out collective sighs of relief as the Wailord floated away, belly-up but alive.
Roxanne, her body finally relaxing, looked up.
High above, Dragonite hovered, its fists lowering as it exhaled deeply, having finished off the last Wailord.
Standing tall on its back, silhouetted against the sunlight breaking through the storm, was Luo Yuan.
To Roxanne, his figure appeared almost divine.
