The massive explosion drew the pirates' attention. The death of their leader caused immediate panic, but the two sides already engaged in battle continued their fierce clash.
The Blood Dragon Guard, responsible for overseeing the battle, joined the fray. Gavin, having broken through the enemy lines, launched a surprise attack on the left flank of the pirate force.
With the assault from behind and the combined might of the Blood Dragon Guard and Gavin's devastating firepower, the pirates' already fragile morale shattered completely. Some pirates began fleeing, and the once dense formation started to disintegrate. A volley of crossbow bolts turned the pirate force into a disordered rout.
Gavin immediately ordered a pursuit towards Bloodstone Town.
The fleeing pirates surged toward the city gate in a chaotic crush, pushing and scrambling in their panic. The gate remained open, unable to close amidst the turmoil.
Seizing the opportunity, the Blood Dragon Guards charged like unleashed beasts. Their powerful charge overwhelmed the pirates at the gate, who scattered in all directions.
The Blood Dragon Guards successfully captured the town gate, significantly boosting the morale of Gavin's advancing troops. Their triumphant cries filled the air as they poured into the city like a raging flood.
The streets erupted into chaos as Gavin's soldiers engaged in fierce street battles with the remaining pirates. The clashing of swords and the splattering of blood created an atmosphere of intense conflict.
The fighting persisted until dusk, gradually fading as the sun set. Gavin sat before the city lord's palace, watching the pirate prisoners being escorted into the square, quietly waiting for the battle's end.
The setting sun bathed the sky in an orange-red hue, casting a hazy blood-colored glow over the square. Gavin's figure was elongated in the fading light, his expression contemplative and troubled.
Eventually, Hassan arrived, bowing and reporting with a grave tone, "Sir, the battle is over. We suffered significant casualties, but we have successfully taken Bloodstone Island." Gavin nodded slightly and replied, "First, attend to the wounded. Ensure the prisoners are kept under strict supervision and compile a report on the casualties."
Later in the evening, Hassan returned with updated figures: "Sir, our losses total 376. We have captured 1,124 pirates. We have yet to account for the materials, but there are 25 longships and 5 warships in the port." Gavin took a deep breath, glanced at the prisoners in the square, and said, "The surviving soldiers will be paid as previously agreed. Additionally, capture all officials and those in charge of the city and bring them to me."
Hassan added, "A man claiming to be the Tax Officer of Bloodstone Island has come to see you. I asked him to wait, citing that the war was not yet over. I will go bring him now."
Gavin instructed, "Go ahead. If he is not a pirate, treat him with courtesy."
Hassan responded promptly, "Yes, sir."
Soon, Gavin met the tax officer. The man, about forty years old, was short with a dark, sun-beaten complexion from years by the sea. His appearance exuded a simple, sea-weathered demeanor.
Upon meeting Gavin, the tax officer bowed and introduced himself, "Hello, sir. My name is Boris. I was the tax officer for Bloodstone Island."
Gavin inquired thoughtfully, "Hassan mentioned you came to see me voluntarily. What is it you want?"
Boris lifted his head slightly and said, "Sir, it's not my fault, but many islanders have asked me to discuss the tax arrangements with you. They paid this year's taxes half a month ago and are hoping for a delay."
Gavin regarded him with suspicion, "Boris, are you not a pirate?"
Boris quickly waved his hands, "Sir, I am definitely not a pirate. I've been responsible for tax collection on this island."
Gavin frowned, "Then why would pirates trust such an important task to an outsider?"
Boris took a deep breath and explained, "Sir, the primary benefit of controlling Bloodstone Island has always been the tolls from the nearby trade routes. The island's own output is less important, as long as it remains under control. Therefore, those who rule here often appoint local islanders as officials to better manage the island. That is why I was appointed as the tax officer."
Gavin nodded slightly and asked, "How many people live on the island?"
Boris replied, "There are over 20,000 residents on Bloodstone Island, about 30% of whom are fishermen, with the rest engaged in farming."
Gavin crossed his arms and asked, "What was the tax situation under pirate rule?"
Boris answered carefully, "Sir, it was better under the Saan family. We collected both money and food. Since the Black Shark 'Earl' took over, taxes are collected only in money, requiring the islanders to exchange food for cash. The cessation of trade has caused significant hardship."
Gavin pondered for a moment before saying, "I will collect taxes according to the Saan family's method and can allow a delay. As you are now under my rule, I will ensure proper care. In return, I expect you to comply with my administration."
Boris responded gratefully, "Thank you for your understanding. I believe the islanders will support you upon learning of this."
Gavin continued, "I need your assistance with several matters. I am appointing you as the Deputy Director of Bloodstone Island, responsible for managing production and tax collection. You should be familiar with your superior, Hassan."
Boris bowed, "Of course, I will do my utmost."
Gavin waved his hand, "Go and perform your duties well."
Boris saluted again, "Yes, sir. I will take my leave."
As Boris departed, Hassan approached to report, "Sir, I've gathered information from some captives. The management of Bloodstone Town is in disarray. Many officials from the Saan family have been killed by the Black Shark 'Earl' after landing on the island. Many merchants have fled, leaving the shops vacant, and the port is closed to external trade. The Black Shark 'Earl' did not appoint any officials, leaving only a few pirate managers, most of whom were killed or captured."
Gavin nodded and instructed, "You heard my orders earlier. From today onward, you are to oversee Bloodstone Island. First, restore order and prevent any remaining pirates from causing disruption. Block the port and do not allow any ships to leave. Rest for a few days, organize the pirate captives, and execute those above the rank of pirate captain or manager. Gather the remaining pirates tomorrow; I will personally address them. Once we've dealt with the last pirate, we can consider reopening trade."
Hassan bowed and responded, "Yes, sir. I will begin immediately."
____
As nightfall settled quietly, the stars began to twinkle in the sky. Gavin looked at the strange and bloodied town, knowing this was just the beginning of a long journey.
The Stepstones are a chain of islands in the Narrow Sea, stretching from the east of Dorne to the disputed lands. Bloodstone Island lies to the north of the archipelago, while Grey Gallows Island is to the south. Bloodstone Island is the largest of the Stepstones, having been the focal point of many conflicts. Countless battles were fought here, and the land was stained red with the blood of warriors, earning it the name "Bloodstone."
It is like a gem cursed by darkness, set in the turbulent sea. The island is dotted with strange rocks and steep cliffs, towering as if crafted by an ancient giant. The waves relentlessly beat against the reefs, splashing white foam and producing a deafening roar.
The entire town of Bloodstone has a rugged atmosphere. Its architecture is simple, mostly built from solid stone to withstand the sea breeze and potential invasions. The streets are narrow and winding, with houses haphazardly arranged on either side. Many of these houses show signs of age, with walls covered in moss or vines, adding to the sense of history.
After a period of minor repairs, Gavin successfully took over the remaining forces of the Black Shark "Earl" using the same strategy. The opposing forces were still unaware of the change in control of Bloodstone Island and the death of the Black Shark "Earl," leading to Gavin's decisive victory and the capture of nearly a thousand pirates.
Fortunately, none of the battles occurred at sea, allowing Gavin to fully grasp the deterrent power of the Black Shark "Earl." His fleet, though operating less than half of its full potential with nearly 70 warships, now controlled the entire Stepstones Archipelago.
Two months later, Gavin led a patrol through the streets of Bloodstone Town. Seeing the town's gradual transformation, he was pleased.
Initially, Gavin had planned to travel to Essos, taking advantage of the conflicts in several city-states to acquire the Blood Dragon Guards. If they proved strong enough, he intended to explore the dragon cave of the Belaerys family. However, an unexpected turn of events had led him to seize the Stepstones Archipelago.
After taking control of the area, Gavin summoned Boris and instructed him to expand production with the resources he had previously withheld. He allocated a substantial amount of gold dragons to build roads and reclaim farmland. He also announced the death of the Black Shark "Earl," withdrew from the conflict with the Dornish, promised not to attack merchant ships, and cracked down on nearby pirates.
Acting decisively, Gavin sent envoys to Dorne and the Kingdom of the Three Daughters to negotiate the restoration of trade routes and planned to collect tolls according to traditional practices. He also dispatched his confidant Hassan to Highgarden with a letter to seek legal recognition for seizing the Stepstones Islands.
According to the timeline, most of Gavin's messengers should have arrived at their destinations by now.
At this moment, Gavin's name resonated across the Straits, capturing the attention of all major forces.
Hassan stood outside Highgarden Castle, his tired figure casting a long shadow in the morning sun. Having slept outdoors and traveled day and night, he was eager to deliver the crucial letter to the castle's owner. His clothes were dusty, his hair disheveled, and his face showed fatigue, but his eyes remained determined.
After his arduous journey, Hassan arrived at Highgarden Castle this morning. He was anxious to deliver the important letter and awaited outside the castle with some trepidation.
As Gavin had instructed, upon notification, he would be received.
Sure enough, less than an hour later, Hassan was respectfully ushered into Highgarden Castle by the servants.
He was taken to a pavilion in the garden, surrounded by flowers and greenery, with a gentle breeze carrying fragrant scents.
The first person he noticed was a noble young woman, dressed in a luxurious gown with intricate embroidery. She had a beautiful face, fair skin, and blue eyes like a deep lake, exuding intelligence and curiosity. Her long brown hair fell over her shoulders like a flowing waterfall, glistening in the sunlight.
Next, Hassan saw a man in a wheelchair, looking serious and dignified. He wore simple yet fine-quality clothing, reflecting his high status. His grip on the wheelchair's armrests was firm, his knuckles white with exertion, indicating deep contemplation.
Beside them sat an elderly man in a turban, his face etched with wrinkles from time. A few strands of silver hair were visible beneath the turban, and his eyes conveyed wisdom and experience. He sat quietly, radiating a sense of calm and reverence.
Hassan first addressed the young woman respectfully: "I believe you are Miss Margaery Tyrell. I bring greetings from my master, Gavin Belaerys, along with a letter from him." He handed the letter to a nearby servant, who promptly delivered it to Margaery.
Margaery opened the letter and read it with a look of shock. She then handed it to Lady Olenna. Willas leaned in to read but was gently pushed back by Olenna until she had finished reading and passed the letter to him.
Hassan watched as the letter was exchanged, feeling anxious. He occasionally glanced at the three figures, hoping to gauge their reactions and determine if his master's request would be fulfilled. The pavilion was silent except for the occasional bird call, and Hassan felt that each moment of waiting was interminable.
Willas was about to speak after reading the letter but was silenced by Olenna's gaze.
Olenna addressed Hassan with a calm demeanor: "You must be exhausted from your journey. Please go downstairs, have something to eat, and rest. We will respond to you shortly."
Though worried, Hassan bowed respectfully: "Thank you, Madam, for your understanding." He then followed the servant, leaving the pavilion with a heavy heart.
---
As Hassan left, Willas could not help but exclaim, "I always said Gavin was a talent! He should have been kept in Highgarden at all costs."
Olenna glanced at Willas, who was shouting, and then turned her attention to Margaery, who looked shocked and speechless. Gently stroking her hair, she said softly, "It seems that my pearl of Highgarden has a discerning eye."
Margaery, now recovering from her shock, looked at Olenna beside her. Hugging her arm like a spoiled child, she asked, "Grandmother, do you think we should agree to this?"
Olenna smiled and replied, "Agree? Why shouldn't we? If a mere piece of paper can secure the aid of a fleet and the tax revenue of a territory, there is no better deal in the world."
Then Olenna continued, "But this young man is very cunning and clearly doesn't want to tie himself to the Tyrell family's chariot."
Willas interjected, "Why don't I go to the Stepstones? I got along well with Gavin before; perhaps I can persuade him to fully align with Highgarden."
Olenna shook her head, placing her hands on her head in resignation. "Oh, my self-important grandson, do you know how many warships the Redwyne fleet has? Less than 50. The entire royal fleet numbers only 110, and this young man commands 70 ships. Even without this paper, he still controls the Stepstones. He wants this document just to protect himself legally."
Ignoring Willas, Olenna turned to Margaery, saying, "At least you will be the one to authorize him. Since your father is not here, you can sign the expropriation order on his behalf. Just do as he asks."
Despite his worries, Hassan's hunger was undeniable. He eagerly devoured the food in front of him, tearing off a piece of bread and munching it without concern for the crumbs. With the other hand, he shoveled pieces of meat into his mouth, his cheeks puffed out like a squirrel's, eating with gusto.
Just then, the servant who had previously brought him here returned, informing him that Miss Margaery wanted to see him. Hassan, abandoning his meal, wiped his mouth and followed the servant with impatience.
As he walked, Hassan's heart raced with anxiety, wondering whether the news would be good or bad. His pace quickened, as if speed would reveal the answer faster.
Returning to the pavilion, Margaery handed him a rolled parchment with a smile. Hassan eagerly unrolled it and read:
To the brave Knight Gavin Belaerys:
In the name of Mace Tyrell, Governor of the Reach, Duke of Highgarden, and Guardian of the South, I hereby grant my daughter Margaery Tyrell the authority to confer upon Knight Gavin Belaerys the right to explore and develop.
I hope you will venture into the unclaimed lands beyond the Seven Kingdoms with fearless resolve, clearing it of robbers and bandits, and cultivate new territories for the benefit and glory of the Seven Kingdoms, achieving unprecedented feats.
Upon successful development, you need only to be responsible for protecting my daughter Margaery Tyrell, while paying regular taxes to Highgarden.
The territory acquired will be the hereditary domain of the Belaerys family, passed down through their descendants.
This order shall serve as ironclad proof and must be respected by all.
Hassan looked at the parchment with excitement. Seeing that it was dated over three months ago, he was even more thrilled. With this document, Gavin's actions would be in compliance with the laws of Westeros, and there would likely be fewer complications from Dorne.
Hassan carefully re-rolled and secured the parchment in a round bamboo tube designed for it.
Once he had stowed his belongings, Margaery asked, "Can you tell me about Gavin's arrival at the Stepstones? How did you meet?"
Hassan responded eagerly, "Of course, Miss. When I first met the master, we were in Oldtown. He was on my ship, planning to travel to Essos."
He recounted the events following his meeting with Gavin: how Gavin had been kidnapped by pirates and forced to Shipwreck Bay, how he escaped and bravely defeated the Black Shark "Earl" alone, and how he swiftly annexed the pirates and seized Bloodstone Island.
Margaery listened with wide eyes and an astonished expression. Her face reflected surprise and concern, as if she were experiencing Gavin's perilous adventures firsthand.
After sending Hassan away, Margaery returned to her room, still engrossed in Gavin's story. She recalled his appearance and muttered to herself, "Queen? Daemon Targaryen, who conquered the Stepstones last, was crowned the King of the Narrow Sea and the Stepstones."
Meanwhile, Gavin was aboard the Belaerys, scouting around Grey Gallow.
The Belaerys was originally the flagship "Black Shark" prepared by the Black Shark "Earl" for himself. After Gavin captured Shipwreck Bay, he took this nearly completed giant ship as his flagship. Just a month ago, the flagship was finally completed.
The ship measures 80 meters in length and 20 meters in width. Three towering masts stretch skyward, with the main mast standing 50 meters tall, supporting three enormous sails adorned with Gavin's family emblem and a blazing flame.
The hull is constructed of solid oak and covered in heavy copper plating, which gleams in the sunlight. The bow extends forward like a sharp blade, designed to cut through any obstacle in its path.
The deck is wide, meticulously polished, and fragrant with wood. The railings are intricately carved, reflecting the ship's impressive status.
On both sides of the deck are eight three-bow crossbows modified by Gavin, their advanced design extending their range threefold compared to standard crossbows. With specially modified arrows, these crossbows greatly enhance the ship's offensive capabilities. Gavin has ordered all ships to be equipped with three-bow crossbows, and with this formidable power, he confidently continues his scouting of the surrounding islands.
---
From a distance, the dock of Gray Island was in ruins, and there was no sign of a ship. Everything seemed desolate.
However, the area of this island was second only to Bloodstone Island in the entire Stepstones Archipelago. The island had a large population, and in terms of defense alone, Gray Gallow Island could be said to be the best in the Stepstones Archipelago. There was only one entrance to the island, and the rest of the island was all high cliffs.
The catapults and crossbows built on the cliffs on one side of the entrance were particularly eye-catching. The huge machines seemed to be ready to give the invading enemy a fatal blow at any time.
Once the ship approached, it would be sunk by the boulders fired by the catapults before it landed on the dock. It was these powerful defense facilities that prevented the Black Shark "Earl" from capturing it.
Gavin stood at the bow of the Belaerys, holding the guardrail with both hands, staring at Gray Gallow Island in the distance, frowning, and lost in thought. The sea breeze blew past, ruffling his hair, but could not blow away the solemnity in his eyes.
"This bone is really hard to chew," he muttered to himself. "A direct attack is definitely not possible. Although the newly modified three-bow crossbow can barely reach the catapult on the cliff, it is obviously not a wise move to exchange fire with the enemy. Moreover, the enemy has many defensive facilities and the fleet cannot get close. It seems that we can only think of a way to sneak attack."
He kept deducing the feasibility of various tactics in his mind. "At night, we can use a small boat to sneak onto the island. As long as we send 30 Blood Dragon Guards, we will definitely be able to control the catapults and crossbows on the cliff. If that doesn't work, we can destroy them. Once successful, the opponent will be a toothless tiger, and my fleet will be able to land on the island easily." Thinking of this, the corners of his mouth rose slightly, as if he had foreseen the dawn of victory.
Gavin turned around and walked to the second deck. Gavin looked serious and ordered the soldiers beside him: "Order to return!"
As Gavin's order was issued, the entire huge fleet responded quickly and began to slowly turn northwest, aiming directly at Bloodstone Island.
Gavin looked ahead and made plans in his mind. This time when he returned to Bloodstone Island, his first task was to continue to reorganize his army.
Although he claimed to have 70 warships, less than half of them could actually be put into normal use.
Those pirates who had just been recruited made it difficult for him to be completely at ease, but fortunately, after a period of careful reorganization, the situation had improved and they could barely be put into combat.
At present, Gavin has successfully recruited 1,500 troops through various means such as recruiting pirates and actively recruiting from Bloodstone Island. Fortunately, these soldiers are sailors or people who deal with ships all year round. Otherwise, it would be impossible for such a large force to operate all the available warships.
After sailing for a day, Gavin returned to Bloodstone Island.
Gavin, who had just boarded the dock, received the news that the Dorne messenger had arrived, and the other party was waiting in the city lord's mansion.
Gavin received the other party in the reception room.
After the messenger saluted Gavin respectfully, he handed over Prince Doran's letter.
Gavin read the letter carefully, with a satisfied look on his face. The letter indicated that Dorne was willing to reach a preliminary agreement to restore the trade route and thanked Gavin for killing the Black Shark "Earl". It also mentioned that an envoy would be sent to Gavin in the near future to discuss the restoration of the trade route with him in person. If nothing unexpected happens, everything should follow the old rules.
Gavin looked at the messenger with a smile and said, "Please tell Prince Doran that I am very much looking forward to further cooperation with Dorne, and I also welcome the arrival of the envoy. Bloodstone Island will be ready to welcome your envoy."
The messenger saluted again, saying that he would definitely convey the message, and then Gavin ordered people to properly entertain the messenger.
After sending the messenger away, Gavin went alone to the treasure house located underground in the city lord's mansion.
Seeing Gavin's arrival, the two Blood Dragon Guards immediately helped Gavin open the door.
In the treasure house, boxes of golden dragons were placed in the corner, and there were numerous precious items such as gems, pearls, spices, etc.
Gavin had counted it before, and with the previous seizures and his own, the entire Bloodstone Island currently has as many as 300,000 gold dragons stored, not counting the jewelry and crafts placed aside. Gavin did not look at these things but walked towards the depths of the treasure house.
A huge and complete dragon bone was neatly placed inside, and there were three boxes of fragmented dragon bone crafts next to it. Some were found by Gavin after he captured Bloodstone Island, and the rest were purchased by him through merchant ships during this period.
Looking at the dragon bones in the room, Gavin still felt that it was not enough. Dragon bones are extremely difficult to purchase. Although there are many here, only a small part of them still contains magic. The rest have been absorbed by Gavin. It would be good if the remaining dragon bones can provide him with 2 points of energy.
As for the weapons made of Valyrian steel, there is no shadow of them so far.
"I will collect them slowly in the future. I will always be able to collect them by guarding such a large trade route," Gavin thought helplessly.
Sitting on the throne beside him, Gavin put his hand on the dragon bone and absorbed it. Gavin opened the panel.
Host: Gavin Belaerys
Age: 15
Bloodline:
Bloodfire Dragonborn (development 33%): The bloodline of the Dragon Lord of Valyria, dragon control and flame control, initial awakening.
Domination:
33/33 (Your subordinates can be upgraded through the panel)
32 Primary Blood Dragon Guard (Blood Puppet made with Dragonborn Bloodline can be advanced twice)
1 Intermediate Blood Dragon Guard (Blood Witch Puppet that has been advanced once can be advanced once)
Skills:
Flame Control: Master
Swordsmanship: Master
Flame Blade: Master
Archery: Master
Long Spear: Mastery
Energy Points: 24 (obtained by automatically absorbing the magic power floating around, or actively absorbing magic power)
Looking at the 24 energy points on the panel, Gavin was slightly excited, but he was hesitant whether to increase the development of blood or improve the strength of the Blood Dragon Guard.
For now, the strength of the Blood Dragon Guard is enough, and the improvement of blood development can increase the number of commands and physical fitness. Considering that he will go to Belaerys's dragon cave for adventure in the future, Gavin decided to develop blood first, and then improve the strength of the Blood Dragon Guard when he has abundant energy points.
Afterwards, Gavin added all the energy points to blood development. With the improvement of development, he felt that his physical fitness became stronger and stronger, and even the control of fire became more handy.
Until Gavin increased the development of blood to 51%, he found the difference. After exceeding 50%, 2 points were needed to develop 1%. I wonder if it will be different when he reaches 60, 70, and 80 in the future? Will the required points increase again?
Thinking of this, Gavin decided to use the remaining 5 points to upgrade the Blood Dragon Guards. After all, the strength of the high-level Blood Dragon Guards had not been tested yet.
---
Immediately, Gavin summoned his only intermediate Blood Dragon Guard and allocated the energy points to him. The Blood Dragon Guard instantly emanated a powerful and mysterious aura, and magical changes followed.
The Blood Dragon Guard's body swelled rapidly like a balloon, becoming larger and larger. His already robust muscles became more pronounced, and he grew to an imposing height of two meters. The towering figure exuded an unshakable presence that commanded fear.
Gavin eagerly checked the panel for the details.
**Type:** Blood Dragon Guard
**Rank:** Advanced
**Abilities:**
- **Violent Power:** (Enters a violent state, instantly doubling power)
- **Dragon Blood Healing:** (Activates dragon blood power for rapid wound recovery)
- **Combat Skills:** (Possesses 70% of the master's combat skills)
- **Hardened Skin:** (Skin hardens to steel-like toughness, greatly enhancing physical defense)
- **Magic Resistance:** (Extremely high resistance to magic attacks, reducing damage and negative effects)
Seeing that the upgrade had cost 2 points of energy, Gavin felt the expense was justified given the enhanced capabilities. He was eager to test the upgraded Blood Dragon Guard.
The test concluded quickly, and Gavin was pleased to discover the significant improvement in the Blood Dragon Guard's strength. When using Violent Power and Hardened Skin, it was like an unstoppable metal tank, charging forward with immense force.
Gavin then tested the Blood Dragon Guard with magical flames. The Guard not only resisted the flames exceptionally well but also demonstrated a self-healing ability that far exceeded previous levels. Even when enveloped in intense fire, the Blood Dragon Guard could recover almost instantly.
Noting that the remaining 3 points of energy could upgrade another high-level Blood Dragon Guard, Gavin promptly selected one for enhancement and scrutinized the panel.
**Host:** Gavin Belaerys

Gavin planned to use the additional 18 Blood Dragon Guards he could create and headed to the dungeon to begin their production. During the earlier reorganization of pirates, he had detained some who should have been executed, now finding them useful.
By evening, Gavin had finished producing two new Blood Dragon Guards and made his way to the City Lord's Mansion, feeling exhausted.
Upon arrival, the guards informed him that Boris, the deputy director of Bloodstone Island, had been waiting for him.
Gavin hurried to the reception room and saw Boris pacing anxiously.
"Boris, what has you so excited?" Gavin inquired.
Boris quickly approached, bowed slightly, and replied, "Sir, the paper has been successfully made using your method."
Gavin's eyes widened in surprise. He instructed, "Immediately increase production and expand the scale. We'll find a suitable opportunity to sell it."
Boris promptly agreed, "Yes, sir! I'll arrange it right away." He then left in haste.
As Boris departed, he thought to himself: I had expected Lord Gavin to merely collect taxes and tolls like previous rulers. Instead, he's not only avoided exploitation but has also introduced various industries to the island and is willing to share the profits with the islanders. Under his leadership, Bloodstone Island might truly prosper.
Gavin watched Boris leave through the window, reflecting on his plans for future development.
By spreading news and dispatching messengers, many merchant ships began to return to the trade routes. The trade route was gradually recovering, and merchant traffic was increasing. Gavin planned to release his goods soon to further stimulate the trade route.
During this period, Gavin successfully produced basic soap, perfume, and paper, and began brewing wine using his previous life's knowledge. He had helped establish workshops in the villages, funding them so that all produced goods were purchased by Bloodstone Town and sold at high prices to passing merchants. This also allowed Gavin to buy raw materials and sell them to locals, generating significant profits.
Gavin's earnings from soap and perfume were already close to surpassing the tolls previously collected.
With these substantial profits and trade route income, Gavin anticipated that within three years, he could use the wealth to build a powerful fleet to dominate the Narrow Sea.
With Hassan's return, envoys from the Third Daughter Kingdom began arriving at Bloodstone Island.
Gavin hosted a special reception banquet for the occasion.
The banquet, held in the City Lord's Palace hall, was lavishly decorated, with flickering candlelight enhancing the room's splendor.
Gavin sat at the head of the table in a splendid robe, a sword symbolizing authority at his waist, his demeanor composed and serene.
The envoy from Tyrosh arrived first, slender and dressed in a purple satin robe adorned with intricate patterns, and a gem-encrusted hat. Though he appeared slightly anxious, he greeted Gavin with a warm smile and cordial attitude, bowing slightly, "Dear Sir Gavin, I am honored by your invitation. I look forward to discussing plans to stabilize the trade routes."
Gavin nodded, "Welcome. Your Majesty and I share similar views. I hope we can reach an agreement."
The envoys from Myr and Lys arrived together. The Myrish envoy was thin, with sharp eyes, dressed in black leather robes with a dagger at his waist.
After taking his seat, the Myrish envoy looked at Gavin and said, "Sir Gavin, as I understand, you have yet to fully secure the Stepstones. The Saan family's fleet is still active in the area. Your situation seems precarious."
____
Gavin responded calmly, "The Saan family has been eliminated. As far as I know, their fleet is currently stationed in Lys. You likely have more information on the number of ships remaining. As I now control the Stepstones, I will establish a new order, which will not affect our cooperation."
The Myrish envoy snorted derisively, his rotund figure barely concealed by his loose golden brocade robe. "New order? We don't share that optimism."
The Tyroshi envoy quickly intervened, smiling and speaking in a soothing tone, "Everyone, let's not jump to conclusions. I believe Sir Gavin can ensure the stability of the trade routes and our interests. We should remain calm and discuss a constructive plan."
Seeing the Tyroshi envoy attempt to de-escalate, the Lys envoy thought, "It seems the Tyroshi are heavily reliant on the trade routes."
The Lys envoy continued, "Sir Gavin, as I understand it, Gray Gallows Island was originally Saan family territory. You've blocked it—do you plan to return it?"
Gavin was firm in his response, "The entire Stepstones are now under my control. I will decide the fate of Gray Gallows Island. If the Saan family has the capability, they can send a ship here."
The Lys envoy's expression darkened, and his tone became sharper, "So, Sir Gavin, you disregard Lys's position? Aren't you concerned about causing conflict?"
Gavin replied calmly, "I have no intention of becoming your enemy, but the matter of Gray Gallows Island is non-negotiable. If Lys chooses to support the Saan family in this, I am prepared to confront you."
The Tyroshi envoy spoke again, showing some anxiety, "It's detrimental for all of us if the trade routes are disrupted. Why don't we set aside our differences and work together to benefit from the routes? If trade stops, it won't just be people who suffer, but our families as well."
The Myrish envoy's tone was sinister, "Trade routes? Without our support, can this route remain stable? Sir Gavin, you should think carefully."
Gavin responded solemnly, "I am willing to honor the revenue-sharing agreement previously negotiated with the saan family. I will charge only half the toll to merchant ships flying the flags of Myr, Lys, and Tyrosh. However, I advise against any further involvement in the Stepstones through support of the Saan family."
The Tyroshi envoy quickly agreed, "What Lord Gavin says is true. They're just pirates—why bother?"
The Lys envoy remained unmoved, replying coldly, "We have no intention of interfering in the Stepstones, but the Saan family's plans are beyond our control."
Gavin concluded, "In that case, I look forward to confronting the Saan family."
As the banquet ended on a sour note, Gavin returned to his study and ordered Hassan to prepare a fleet to seize Gray Gallows Island within two days.
Hassan, concerned, asked, "Sir, do you think Lys and Myr will also get involved? Will they send their navy?"
Gavin poured himself a glass of wine and replied calmly, "Not only them but also Tyrosh. The Third Daughter Kingdom has always desired control over the Stepstones. This is an opportunity for them. However, they might not realize that the Iron Throne supports me. They might hesitate to escalate the conflict. At present, they can only offer limited support to the Saan family with some ships and funds. We should seize Gray Gallows Island before the envoys leave and thwart their plans."
Hassan frowned, "Sir, will our actions provoke them into desperate measures? What if they engage us in full-scale war?"
Gavin sipped his wine and said, "They are not unified. Tyrosh may not fully back Lys and Myr due to their reliance on trade routes. We must act swiftly and decisively to gain the upper hand. If we secure Gray Gallows Island first, they will have to consider the costs of retaking it."
Hassan took a deep breath, "Understood, sir. I'll make preparations."
Hassan left the study, and Gavin gazed out the window, deep in thought.
Two days later, at Gray Gallows Island:
The night sea was like a vast expanse of black satin, smooth and quiet. Stars dotted the sky and reflected in the sparkling water, resembling bright gems sunk into the abyss. A gentle sea breeze carried a hint of salt.
Five small boats glided silently over the calm sea, approaching Gray Gallows Island with Gavin and his Blood Dragon Guards aboard.
As they neared the island, Gavin saw a cliff rising more than ten meters high.
One of the Blood Dragon Guards began climbing skillfully. He reached the top of the cliff quickly and threw down a rope. The other Blood Dragon Guards and Gavin climbed up the rope swiftly.
After landing quietly on the island, they checked their equipment and proceeded towards the high cliff where the trebuchet was placed, moving silently except for their footsteps.
By early morning, they reached their destination.
Several sentries, drowsy and inattentive, were approached silently by Gavin. He swiftly eliminated one with a dagger, and the Blood Dragon Guards quickly dealt with the remaining sentries.
As dawn approached, Gavin signaled to a Blood Dragon Guard, who lit a torch and waved it in circles toward the sea.
Meanwhile, on the Belaerys, the envoys of the Third Daughter Kingdom gathered on deck, their faces grim and discontented.
The Lys envoy, frowning, said impatiently, "Sir Gavin summoned us to see this at midnight? Is this some kind of torment?"
The Myrish envoy echoed, "Indeed, the sea breeze is freezing. Must we endure this?"
Though less impatient, the Tyroshi envoy also looked puzzled.
Hassan, smiling politely, said, "My lords, please be patient. I believe we will see results shortly."
The envoys continued to grumble.
Suddenly, a signal fire appeared on Gray Gallows Island in the distance. Hassan's eyes brightened, and he said respectfully, "Esteemed envoys, the action is about to begin."
The fleet that received the signal approached Gray Gallows Island. As the fleet neared, an alarm bell rang. The defenders on Gray Gallows Island, noticing the silence from the cliff, sent personnel to investigate, but they were swiftly dealt with by Gavin and his men.
----
Seeing that their initial patrols had failed to report back, the defenders who noticed the disturbance quickly assembled a force of over 500 men to attack the cliff. The sudden shouts and clash of steel shattered the night's silence.
Over 300 defenders charged up the cliff from both ends, their battle cries and the sounds of combat filling the air, breaking the last calm before dawn.
The Blood Dragon Guards stood firm, a solid wall of steel awaiting the enemy's approach.
When the two sides clashed, the battle grew fierce immediately. Blood flowed freely, and screams echoed as the combat raged.
One Blood Dragon Guard swung his long sword high, cleaving through a defender with a single, powerful blow. The defender was sliced in half, blood spraying as his entrails spilled onto the ground.
Another Blood Dragon Guard dodged a spear thrust, then swiftly countered with a backhanded sword strike that severed the enemy's arm. The dismembered arm flew through the air, accompanied by the defender's agonized screams.
Another Blood Dragon Guard plunged into the enemy ranks, his swordplay precise and deadly. He thrust his blade through a defender's chest and, with a powerful motion, hurled the body into the air.
Before nearby defenders could react, the Blood Dragon Guard swung his sword horizontally, decapitating a foe and sending blood spraying in all directions.
The defenders, desperate to avoid defeat, fought with red-hot fury, attacking relentlessly.
Despite their bravery, the defenders could not turn the tide. The Blood Dragon Guard who had initially breached their ranks was eventually overwhelmed and surrounded by several defenders. Covered in wounds and exhausted, he was finally struck down by a single sword blow, followed by the fall of additional Blood Dragon Guards.
Gavin observed the battle from a distance, firing flaming arrows at the enemy, and sighed inwardly. The loss of his Blood Dragon Guards in the face of such determined resistance proved that they were not invincible.
By now, more than half of the defenders had been killed or injured. The relentless assault of Gavin's flaming arrows and the Blood Dragon Guards had started to break the remaining defenders' will. They stared in horror at the carnage but could not stand against the Blood Dragon Guards' might.
Meanwhile, the fleet that had not been engaged arrived at the port and began to dock. Soldiers disembarked from the warships, and large vessels lowered their boats, sending troops to the island.
As more soldiers arrived at the dock, the defenders atop the cliff finally broke, and Gavin seized the opportunity to order the Blood Dragon Guards to pursue.
The top of the cliff was now thick with the stench of blood, littered with severed limbs and bloody weapons. Blood trickled down the stone cracks like a small stream.
Gavin stood amidst the carnage, watching the rising sun with a victorious smile.
In the city, the remaining members of the Saan family gathered, their faces filled with gloom and despair. They could see the army outside the city and knew that resistance was futile.
Eventually, Salado Saan, the family head, sighed in resignation, his voice tinged with frustration and despair: "Send a messenger to tell them I will open the city to surrender, but the other side must guarantee my family's safety."
Soon, Gavin saw the messenger holding the white flag. After understanding the offer, he agreed to the terms.
The heavy city gates slowly opened, and Gavin's army marched in, their footsteps echoing through the silent streets, signaling the change of control over the island.
Gavin took a brief tour of the city, instructed the soldiers to secure the prisoners, and ensured that warehouses and key locations were blocked off for inventory.
He then led the members of the Saan family to the Belaerys docked at the pier.
Upon returning to the Belaerys, Gavin's steps were firm and confident, his demeanor reflecting the pride of a victor.
The three envoys from the Kingdom of the Three Daughters watched Gavin board the ship, their expressions a mix of shock, anger, and fear.
Gavin's lips curled into a slight, almost imperceptible smile. He approached the envoys and gestured for the Lys envoy to observe behind him.
Soldiers brought forward a group of captives, including women, children, and Salado Saan, the leader.
Gavin addressed the Lys envoy, "These are the members of the Saan family. I understand the Saan fleet is currently in Lys. Please inform them that their family members are now on Bloodstone Island. I hope they will not be concerned."
The Lys envoy's eyes widened in anger and disbelief. He gritted his teeth and said, "Thank you, Sir Gavin, for your… generosity. I will inform our governor of these events."
Gavin, unfazed, chuckled and replied, "I trust the governor will understand the situation." He then turned and walked away, dismissing further attention to the matter.
The sea breeze ruffled everyone's hair, but it couldn't dispel the tense and somber mood. Salado Saan's face was etched with despair, the women and children sobbed quietly, and Gavin's soldiers stood serious and ready.
In the underground treasury, Gavin sat on a throne, touching dragon bones and absorbing magical power. He watched calmly as Hassan directed soldiers to organize the spoils.
His thoughts wandered to Salladhor Saan , the man he had just captured. If memory served correctly, this man would become a pirate leader hired by Stannis in the future War of the Five Kings.
Unintentionally, Gavin had altered the future. He wondered who Stannis would hire instead. Would it be him? Gavin chuckled at the thought.
Hassan approached quickly, saluting respectfully, and began to report the spoils of the battle: "Sir, we have made significant gains. There were no casualties among our soldiers. We seized a vast amount of food and supplies, along with rare jewelry and spices, though the gold dragons are few—probably less than 30,000."
Gavin sighed, "It seems the Sann family distributed their wealth before the war and secured housing in Bloodstone Town for their soldiers. Treat them well, but no one leaves Bloodstone Town without my permission."
Hassan bowed, "Yes, sir. I will make the necessary arrangements immediately."
---
As news of Gavin's complete conquest of the Stepstones spread, merchant ships began to frequent the islands more regularly. The envoy sent by Dorne also arrived at this time. Compared to the Three Daughters, the Dorne delegation's attitude was notably friendly.
Gavin quickly understood the reason. Dorne's maritime power had been nearly decimated by the Black Shark "Earl," leaving them without an organized fleet. Dorne was eager to end the conflict even more than Gavin. Consequently, the two parties reached an agreement swiftly, and the cooperation agreement was signed without difficulty.
After sending away the Dornish envoy, Gavin set about reorganizing the Stepstones vigorously. He appointed Hassan as the fleet commander. Although Gavin was aware that Hassan might not be fully capable, he had no better options at the moment. Hassan was at least loyal and could manage the fleet adequately.
Gavin also promoted soldiers who had performed well in previous battles to officer positions, appointing those with notable achievements to roles such as captain and first mate. With clear rewards and punishments in place, the army's control became increasingly stable.
Later, Boris was appointed as the governor of Bloodstone Island. Gavin had found Boris to be fair and diligent in their previous interactions. Due to the instability of the newly conquered Gray Gallows Island, Gavin decided to manage it personally and entrusted the administration of Bloodstone Island to Boris.
The severe shortage of talent led Gavin to consider establishing a training school. Finding individuals skilled in management from the plot was proving difficult.
One day, while Gavin was occupied with discussions about the school with Boris, he received unexpected news: Petyr Baelish had arrived. According to the guards, Petyr claimed to be carrying an order from the Royal Council.
Gavin's expression grew serious upon hearing about the visitor, becoming cautious. He recognized Petyr as an ambitious schemer who would do anything to achieve his goals and would later cause turmoil across Westeros with his conspiracies. After a moment of contemplation, Gavin instructed that Petyr be taken to the study for an interview.
In the study, Gavin observed Petyr, who wore a respectable green robe and maintained a humble smile. Gavin mentally warned himself, "Be cautious; don't be deceived by him."
With enthusiasm, Gavin personally poured a glass of wine and handed it to Petyr, saying, "Welcome to the Stepstones, Sir Petyr. I apologize for not being able to greet you in person."
Petyr accepted the wine glass with both hands and replied politely, "Thank you for your hospitality, Lord Gavin. Please, there's no need to apologize. I am the one who has intruded."
Gavin straightened in his seat, admiringly saying, "I heard that during your tenure as the tax collector in Seagull Town, you managed to increase the tax revenue tenfold. This achievement has garnered the attention of the Lord Hand. I am impressed by your extraordinary abilities."
Petyr bowed slightly and responded, "My few accomplishments pale in comparison to your remarkable success in developing the Stepstones, Sir Gavin."
Feeling that the formalities were nearly complete, Gavin inquired politely, "What brings you here today, Lord Petyr?"
Petyr explained, "Lord Gavin, I am here under the orders of the Royal Council to discuss some important matters with you."
Gavin pondered that Jon Arryn had significant influence over the current Council but maintained a courteous demeanor, saying, "If the Council has issued any orders, I will do my best to comply."
Petyr smiled and asked, "Lord Gavin, have you heard of the tax collector system used in the five major port cities of Westeros?"
Gavin's suspicion was piqued. The five major port cities of Westeros usually referred to were King's Landing, Oldtown, Lannisport, White Harbor, and Seagull Town. Following Aegon's Conquest, the Iron Throne had directly managed the tax revenues from the four major ports, with tax collectors appointed to oversee collection and distribution, while King's Landing was directly under the Iron Throne's jurisdiction. The Stepstones' lucrative trade taxes had evidently caught Jon Arryn's attention.
Gavin raised his eyebrows and said, "So, Lord Petyr is suggesting that the Stepstones adopt a similar model to the five major ports? As I understand it, following the Seven Kingdoms' tradition, I am under the jurisdiction of Lord Mace Tyrell, Duke of Highgarden. To issue a development order, you need only pay the taxes generated by the population and land directly to Highgarden. Is this not contrary to the Seven Kingdoms' tradition, Lord Petyr?"
Petyr quickly explained, "I personally support tradition, but this is the intention of the Lord Hand. I also advised Lord Jon before setting out. However, due to the Iron Throne's current financial situation, Lord Jon was unable to act."
Gavin's expression turned serious, "I have no responsibility for the Iron Throne's financial problems. Tax collection should be directed to Highgarden, not to me."
Petyr sighed, "That is true; it is Lord Jon's insistence. The members of the Royal Council are also following the Lord Hand's directives."
Gavin remained skeptical. Petyr had not brought a direct order from the Royal Council, indicating that Jon's insistence was not yet resolved. Gavin questioned, "Is that so? The Royal Council does not operate on the will of the Lord Hand alone; many matters require collective decisions. Since you have come here only for discussion and have not presented an official order, it seems there is still room for negotiation."
Petyr smiled and changed the subject, "I hear you are purchasing dragon bones at a high price?"
Gavin was intrigued but did not shy away, "Yes, that is true."
Petyr sighed, "Dragons are powerful and mysterious. Even though they have been gone for a long time, their remains still captivate many. Unlike our king, who abandoned many dragon bones in the depths of the Red Keep and neglected them."
Gavin's interest was piqued, and he responded, "I understand you have a wide network of contacts and know many merchants from across the Narrow Sea. Could you assist me in acquiring some dragon bones?"
Petyr nodded, "I can make inquiries for you. If the price is right, I am sure many would be willing to sell."
Gavin continued, "The price will be generous, and I have a substantial demand. Additionally, Lord Petyr, could you help persuade the Lord Hand to establish a tax officer for the Stepstones?"
____
Petyr smiled slightly and said, "Actually, Lord Gavin, you simply need someone to advocate for you at the Royal Council. I believe the Lord Hand will also consider other people's opinions."
Upon hearing this, Gavin responded, "I wonder if Lord Petyr can assist me in speaking with the Royal Council."
Petyr smiled modestly and said, "It's not something I can handle alone, Lord Gavin, but I have a plan. Since the rebellion of the Iron Islands, the Royal Fleet has not been replenished, and funds are often overdue. His Majesty the King pays little attention to it. Recently, Lord Stannis has been advocating for increased funding for the Royal Fleet, but unfortunately, the Lord Hand has rejected these requests. If Lord Gavin is willing to allow your fleet to assist the Royal Fleet with patrolling and combating pirates to help maintain the kingdom's stability, I can lobby Lord Stannis on your behalf. I believe Lord Stannis, who values tradition, will support you at the Royal Council."
"Of course, I am willing to help maintain the stability of the kingdom. I leave this matter in your capable hands, Lord Petyr," Gavin replied with a smile.
Gavin watched from the window as Petyr's figure gradually disappeared. He admired the man's cunning.
In just one conversation, Petyr had managed to undermine Jon Arryn's original decree, allowing the Iron Throne's financial problems to worsen and paving the way for himself to become the Master of Whisperers, while indirectly aiding Stannis.
Gavin was confident that Stannis would be shown how much he had worked for the Royal Fleet, but based on his understanding of Stannis, the latter might not appreciate Petyr's interference.
As for the dragon bones from Petyr's merchant contacts, they likely came from the Red Keep, though both parties tacitly avoided mentioning it. Ultimately, the golden dragons did not end up in Petyr's pockets, despite his pretense of trying to help.
If Gavin were not a transmigrator, he might have seen Petyr as a genuinely helpful person.
Above the Narrow Sea, the sky was as blue as a gem, pure and clean, with white clouds drifting leisurely. The gentle sea breeze carried a hint of salt and bitterness.
However, the sea was far from calm. The three-bow crossbow on the prow of the sailing warship unleashed a barrage of crossbow bolts, the powerful force of the special bolts splintering the enemy ship's stern, sending debris flying like snowflakes.
Three warships relentlessly pursued two pirate ships. One of the warships' crossbows successfully shattered the mast of a pirate longship. The broken mast and torn canvas fell into the sea, creating a large splash. The pirates were thrown into disarray, their curses and shouts mingling.
The warship that had struck the enemy mast did not slow down. It flew a flaming banner and charged past the immobilized pirate ship, pursuing the remaining fleeing pirate vessel.
The pirates, who had been preparing for a boarding action, watched as the warship passed them by and continued into the distance. Just as their nerves began to relax, a violent shaking occurred.
A warship flying the crowned stag banner charged the stern of their ship. The massive ram tore through the already damaged hull, causing it to almost disintegrate.
Seawater poured in through the gaping cracks. The pirate ship began to list, and some pirates leapt overboard in panic, only to be met by a barrage of arrows, perishing in the cold sea.
As the warship with the crowned stag banner withdrew, the pirate longship, now riddled with damage, began its final descent into the sea, leaving behind only dissipating whirlpools and broken planks.
Meanwhile, the warship that had pursued the pirate ship closed in and, upon boarding, unleashed a volley of crossbows that cleared the enemy deck. The soldiers leaped onto the enemy ship, engaging in fierce close combat with the surviving pirates.
The clash of swords and the din of battle were deafening. As more soldiers joined the fray, the pirates could not hold out and eventually surrendered. The pirate ship was successfully captured.
The sea gradually calmed, and Hassan boarded the royal fleet ship flying the crowned stag banner in a small boat. As he boarded, the sea breeze tousled his weathered curls. He saw that Davos Seaworth, the Onion Knight, was waiting for him.
Davos, arms crossed and a teasing smile on his lips, looked at the captured pirate ship Hassan had brought in and said, "It seems Commander Hassan has made a noteworthy capture this time."
Hassan, excited, replied, "It's all thanks to your judgment. The pirates truly took this route, otherwise, they wouldn't have been caught."
Davos smiled bitterly, shook his head, and said, "Actually, there was no special judgment. I used to smuggle goods along this route, and the pirates, wanting to avoid detection, had no other options."
Hassan grinned and patted Davos on the shoulder. "I used to be just a hired captain on the Narrow Sea, never expecting to become a fleet commander. I may not be an expert in naval tactics, but I have plenty of experience in operating a ship. See, my ship is always faster than yours."
Davos smiled back at Hassan.
Davos then offered, "There are a few bottles of summer red in my quarters. Would you like to try some?"
"I've been wanting to try it for a long time, but you've never shared," Hassan responded eagerly.
The two then headed to the captain's quarters. The room was simply furnished. A somewhat yellowed nautical chart lay flat on the wooden table, surrounded by neatly arranged compasses, telescopes, and other navigational tools.
Davos approached the table, bent down, and retrieved a bottle of summer red from beneath it. He poured a glass for Hassan, the red liquid rippling with an enticing aroma.
Hassan took the glass, sipped, and settled into a comfortable chair, his expression thoughtful.
Breaking the silence, Hassan asked, "Davos, should we continue intercepting smuggling ships and pirates here, or head back home? There seem to be fewer pirate ships coming through lately."
Davos frowned, clasping his hands in front of his chest. "Hassan, I think we should rest here for a couple of days before returning home. We've made significant gains, and our supplies are running low."
---
Hassan nodded slightly in agreement. After a moment of silence, he suddenly said to Davos: "Can you hand over the pirates you captured to me? After all, if you take them back, they will only be hanged by Lord Stannis."
Davos considered this and said, "You can take some of them, but I need to hand the rest over to Lord Stannis. The name of the cruel 'Gavin' has spread across the strait, but compared to Lord Stannis, those pirates are fortunate to fall into your hands."
Hassan quickly joked, "Sir Gavin isn't fond of the title given to him by these pirates. I witnessed firsthand the process of him reorganizing them. Those pirates were wild and unruly, and they even rioted and escaped. If Sir Gavin hadn't used certain measures, it would have been difficult to control them."
Davos nodded slightly and said, "Lord Stannis does appreciate Lord Gavin's efforts to secure the Stepstones, but he still has some criticisms regarding the reorganization of the pirates. Lord Stannis believes they should be executed in accordance with the law."
Hassan took a sip of wine and replied, "This aligns with Lord Stannis's principles. There's no way to recruit pirates effectively. We have a limited population to recruit from, and once they board the ship, we need to train them. After all, these pirates are skilled sailors and can be useful."
The two of them continued talking about the sea, their experiences, and their future plans. Time passed unnoticed, and the sky outside the window gradually darkened.
"This conversation has carried us into the night," Davos remarked, looking out the window.
Hassan stood up and stretched. "Yes, time flies. I enjoyed our conversation today, but I need to return to my ship."
Davos also stood up. "Let's meet again another day, and travel safely."
Hassan smiled and nodded, then turned and walked out of the captain's cabin, disappearing into the night.
Hassan's visit was a result of Petyr's visit over six months ago. Shortly after Petyr left the Stepstones and returned to King's Landing, Gavin received news from him.
With his remarkable persuasion, Petyr succeeded in convincing Stannis, who had always been rigid, to support Gavin at the Royal Council.
In return, Gavin did not hesitate to send a substantial sum of gold dragons to purchase the so-called dragon bones.
Gavin then sent his confidant, Fleet Commander Hassan, to lead a fleet of thirty warships to Dragonstone Island and follow Stannis's orders.
Under Stannis's command, Hassan assisted the royal fleet in clearing most of the Strait's trade routes of pirates and smugglers.
Both parties agreed that the ships and prisoners captured would belong to each respective party. Additionally, to show his support for the kingdom, Gavin generously donated 100,000 golden dragons to Stannis's royal fleet.
After the fleet set off, Stannis sent his subordinate Davos Seaworth to accompany Hassan.
During the operation to eliminate pirates and smuggling ships, Hassan and Davos got along quite well.
Through their conversations, Hassan learned that Davos was once a smuggler who was knighted by Stannis for successfully smuggling onions and salted fish to Storm's End.
Davos also learned that Hassan was a mercenary captain who was promoted to fleet commander after being rescued by Gavin.
Coming from similar backgrounds, the two quickly bonded and became good friends.
After leading the team back to Dragonstone, Stannis was very satisfied with the operation and allowed Hassan to return to the Stepstones with his fleet.
As the setting sun cast a golden hue over the sea, Hassan's fleet finally arrived at Bloodstone Island after a month-long journey.
The port was bustling with activity—people coming and going, shouts and trumpets mingling. Workers were busy loading and unloading cargo, and the masts of the ships resembled a forest of spears.
When Hassan's fleet appeared, the port erupted in excitement.
The ship docked, sailors expertly tied the ropes, and the prisoners were disembarked. They looked weary and huddled together as soldiers in charge of the handover shouted to maintain order.
Hassan stood on the bow of the ship, scanning the scene with a frown. Once the initial arrangements were made, he quickly disembarked and rushed to the city lord's palace.
The streets were filled with the smell of seawater and fish, and vendors' cries echoed. Hassan ignored these distractions, eager to report the results of the battle to Lord Gavin.
Upon reaching the city lord's palace and seeing Gavin, Hassan bowed and said, "Lord Gavin, this cooperation with Stannis is concluded for now. Lord Stannis asked me to convey his thanks to you." Hassan handed over a letter from Stannis.
Gavin took the letter, read it quickly, and then asked, "You've been to Dragonstone Island. What do you think of the current state of the Royal Fleet?"
Hassan thought for a moment and replied, "Although the Royal Fleet claims to have over a hundred ships, at least thirty of them are severely outdated and poorly maintained. Additionally, they are short of personnel, and many of the ships that are operational are captured Ironborn longships rather than true sailing warships."
Hassan then added, "Sir, I also noticed that the fleet's captains are not very competent."
Gavin sighed and said, "That's unavoidable. Most of the original pirate captains were dealt with by me. The remaining captains are mostly low-level sailors who were temporarily promoted. It's inevitable that some are unqualified."
Gavin continued, "I plan to establish a naval academy to train captains, first mates, boatswains, and other personnel. What do you think of this idea?"
Hassan responded, "My lord, that's an excellent idea. When I was young, I worked as a sailor in the Purple Fleet of Braavos for two years. They had similar institutions for training personnel. Perhaps we could invite some instructors from there at a high price to train our fleet's captains?"
Gavin nodded. "Alright, arrange that. Additionally, for the manpower shortage, I was thinking of purchasing slaves from Slaver's Bay and training them for shipboard tasks."
Hassan said, "My lord, many shipboard jobs are repetitive and mechanical. I believe those slaves could handle them effectively."
Gavin said, "Then send a ship to Astapor to gather more information, speak with the slave owners, and assess the situation. If feasible, we will purchase a batch of such slaves."
Gavin continued, "I have an idea to gradually replace most of the pirate longships in the fleet with more powerful sailing warships."
Hassan frowned and said, "Sir, very few fleets in the world are composed entirely of sailing warships. Only the Purple Fleet in Braavos is. If we proceed with the replacement, it will take a considerable amount of time. The cost is immense. The shipyards on both sides of the Narrow Sea do not sell sailing warships directly, and it takes nearly a year to customize one."
Gavin said, "We are not short of money at the moment, and the income from tolls and goods in the territory remains substantial. We can gradually sell all the longships and simultaneously acquire the sailing warships, thus gradually completing the fleet transformation."
Hassan said, "I will send people to contact some reliable shipyards. You may spend more money, as long as they prioritize our orders. Additionally, we can also expand the shipyards in Lord's Shipwreck Bay."
Gavin responded, "I am already expanding the shipyards at Shipwreck Bay. Currently, I've built two large shipyards. I will provide you with the newly designed sailing warship blueprints later so they can build according to these specifications."
Gavin then smiled and said to Hassan, "You have been traveling for over half a year. You should rest now. I have built a manor for you on the island. You haven't seen it yet, so you can check it out when you return."
Hassan's voice trembled with excitement, his eyes full of gratitude. "Sir, I, Hassan, will repay your kindness with eternal loyalty."
Gavin waved his hand. "Go and have a good rest."
Hassan saluted once more and withdrew gratefully.
---
The newly expanded port on Bloodstone Island was a bustling and busy scene. The massive pier was carefully constructed with solid stones, and merchant ships were constantly coming and going.
The sea breeze carried the rich aroma of sea salt and spices, while the shouts and clamor of loading and unloading goods combined to create a lively symphony of prosperity.
The port stretched towards the town, where countless houses had sprung up like mushrooms after rain. The streets were crowded with merchants from all directions, their bags filled with a dazzling array of rare treasures and various commodities.
The entire Bloodstone Island had transformed completely, replacing its once desolate and barren landscape with the vibrant and lively scene of today.
In the past two years, Gavin had used his knowledge from his previous life to repair the island's waterworks, cultivate fertile fields, and guide the people in agricultural production. The new farming methods had significantly increased crop yields, and the granaries were increasingly stocked. He also developed the surrounding islands with fresh water, revitalizing previously undeveloped lands.
To expand the population, Gavin spent a considerable amount of money purchasing a large number of slaves from Slaver's Bay, promising them freedom and land after five years of hard work.
Despite the continuous expenditure, Gavin's efforts yielded substantial rewards. Food from the entire Stepstones began to be exported vigorously.
He also ordered the training of over 3,000 marines in Astapor, using Unsullied training methods, and combined them with the existing soldiers to form a 5,000-man army. These marines possessed excellent navigation skills.
Products from the Stepstones, including soaps, perfumes, and exquisite glassware, had created a global craze.
Additionally, the Stepstones produced papyrus for daily use and high-quality paper widely used for writing, recording, and printing. Despite resistance from some forces in the citidel during promotion, these innovations brought huge profits to Gavin.
With these profits, he successfully built a fleet of 90 warships and 50 armed merchant ships. Nearly half of the warships were large sailing ships, each equipped with six modified three-bow crossbows.
Gavin's substantial investment had all the shipyards on both sides of the Narrow Sea working overtime. These warships were formidable at sea, securing Gavin's rule in the area and stabilizing the region.
At Bloodstone Island's port, a warship was slowly docking. The mast displayed a four-part flag with a Silver Holy Grail and a Black Rose. Emond, aboard the ship, was filled with emotion as he gazed at the thriving Bloodstone Island. Since parting ways with Gavin at the tournament, Emond's life had continued normally, but he had not seen Gavin again.
Time had passed quickly. It was only upon receiving various news that Emond realized Gavin's remarkable achievements. Now, Emond, his wife, and their lovely children had come to visit Gavin, filled with joy.
Emond's heart was full of anticipation and emotion as he recalled past times and looked forward to witnessing Gavin's current glory.
The children were chattering excitedly, full of curiosity and longing for the journey ahead. Their mother, Lily, looked at them tenderly, her eyes showing love for her children.
As the ship docked, Emond saw Gavin from a distance. Gavin stood on the dock, wearing a ceremonial robe with a long sword at his waist. He was tall, with silver-white hair fluttering in the wind, and he looked majestic.
Behind him were four two-meter-tall guards in full armor, looking imposing. Soldiers stood on both sides, clearing an open space on the dock.
The sailors skillfully moored the ship, secured the ropes, and lowered the gangplank.
Gavin, having waited for a long time, finally saw Emond, who had been away for so long. They smiled at each other and then embraced tightly.
Gavin said excitedly, "Uncle, long time no see! I hope everything has been going well for you these years." Emond smiled and replied, "Everything is fine. But look at you, Gavin! You've achieved so much. I'm truly happy for you!"
Gavin quickly said, "Uncle, this is all a matter of chance." He then looked at Emond's wife, Lily Tyrell, and bowed. "Mrs. Lily, it's been many years. You still look as beautiful as ever."
"It's been many years. I remember when you left Three Towers Castle, you were only 14 years old. Now, you are so handsome and grown up." Lily then pointed to her children and introduced, "This is my son Lucas and my daughter Betty."
Lily smiled at the children and said, "This is your elder brother Gavin." The two children cheerfully called out in unison, "Brother Gavin."
Gavin smiled and said to them, "Lucas, Betty, I brought gifts for you." He then took the prepared gifts from his attendants.
He handed Lucas an exquisite silver dagger with a hilt encrusted with precious stones and gave Betty a pearl necklace that shimmered softly.
The children eagerly accepted the gifts and said together, "Thank you, Brother Gavin!" Gavin smiled and ruffled their hair.
Gavin hosted a grand banquet on Bloodstone Island to welcome his uncle Emond's family. Governors and officials from the Stepstones, along with captains and commanders of the naval fleet, attended the lively event. Gavin also invited a famous troupe from Essos to perform, adding to the festivities.
During the banquet, several governors were discussing the industrial development of their islands. Gavin overheard their conversation, turned to Emond, and asked with a smile, "Uncle, how are the paper sales going?"
Emond replied, "Since you sold me the special paper, the income has been substantial, even surpassing the territory's tax revenue. Initially, the Citadel was resistant and suppressed the promotion of paper several times, but now the situation is slowly improving. I have extended paper distribution to the region, but the supply isn't meeting the demand."
Gavin frowned slightly, then said, "The Citadel's special status relies on monopolizing knowledge. They worry that easier access to knowledge will undermine their control, so suppressing paper is inevitable. However, with the convenience of paper, you shouldn't worry too much about them. You should focus on output. Don't worry, I'm working on it, and the new factory will be operational next month."
Emond nodded, relieved, and added, "That's good to hear. By the way, I have news about Qyburn, whom you asked me to look into. I've heard he is currently traveling with a band of mercenaries in the Riverlands. They seem to be called the Warriors."
Gavin's eyes lit up. "Uncle, when you return to Westeros, please bring him a letter for me."
Emond asked curiously, "I heard that Qyburn was expelled from the Citadel after conducting some dubious research. What makes him so important to you?"
Gavin replied, "Uncle, I studied with Qyburn in the city. He is extremely knowledgeable in medicine, ravens, agriculture, and intelligence. I know his abilities well. Given the demands of the paper business, we have no Maester here and have not even started raising ravens. I want him to come to the Stepstones to assist me and help train some talent."
Emond smiled. "I'll assist with that when I return, but you should investigate him further. After all, he has been with a band of mercenaries for some time, which might have led to some undesirable habits."
At this moment, the troupe's performance reached its climax, capturing everyone's attention and eliciting cheers, making the banquet even more lively.
Lily handed Gavin a letter and said, "This is from Margaery. She asked me to forward it to you. She hopes you can attend her 16th name day next year." Gavin smiled and responded, "With the situation on the Stepstones stabilizing, I miss the Reach. I will definitely return to attend Miss Margaery's name day."
Lily then asked, "Gavin, now that you are in control of such a vast territory, have you thought about what kind of wife you want to marry?" Gavin pondered this question deeply.
Gavin had considered that the most ideal choice might be Daenerys Targaryen. Marrying her would give him the right to claim all of Westeros, which would greatly satisfy his ambitions. Additionally, her dragons would be a significant advantage.
He also thought of Margaery and acknowledged that, whether from watching her in his previous life or meeting her at a tournament, her gentleness and beauty had left a strong impression on him. Her political acumen could also solidify his rule.
Gavin suppressed his chaotic thoughts and replied, "I haven't thought about it yet." Lily continued, "Do you need me to recommend some candidates? If you had been closer to the Reach, families interested in marrying you would be competing fiercely."
Lily paused and then added, "Gavin, an heir is crucial for your territory, especially for a newly established one like yours, which lacks historical depth. Having an heir can stabilize the region, and a strategic marriage can help you immensely. Even though you are still young, these matters need to be considered promptly."
That night, Gavin lay in bed, reflecting on Lily's words. Her points were valid. His ambitions extend far beyond the narrow sea and Stepstones.
Perhaps he should act before Daenerys becomes the Dragon Mother to secure his claim and avoid future conflicts with her. He had been deeply affected by her portrayal in his previous life.
As for Margaery, he would deal with that in due course. With these thoughts in mind, Gavin gradually fell asleep.
The next morning, Gavin, freshly awake and washing, received a hurried report from the guards that Boris wished to see him. Gavin promptly asked for Boris to be brought into his study.
Upon entering, Boris bowed deeply and respectfully, then said earnestly, "Sir, the newly graduated management personnel are needed. Bloodstone Island is requesting more. With the recent opening of many new factories, we are short on manpower. Could you allocate 10 more for us?"
Gavin, resting his chin on his hand, thought for a moment and replied, "We can discuss this matter."
After fully controlling the Stepstones Archipelago, Gavin appointed the capable Boris as the governor of Bloodstone Island and the loyal Hassan as the fleet commander. He also assigned several other capable individuals as governors of other islands to ensure stability and growth in his domain.
Despite these efforts, Gavin felt a persistent shortage of skilled individuals. He began training talent himself, selecting promising candidates to study at the Citadel he established, with the goal of having them serve as officials once they met the necessary conditions.
Even so, talent remained scarce, and each time a new group was trained, the island governors competed to acquire them.

Boris continued, "My lord, there is one more thing. The envoy sent to Braavos has returned."
Hearing this, Gavin leaned forward eagerly and asked, "How did it go? Will the Sea Lord sell me the Valyrian steel sword?"
Boris looked embarrassed and replied hesitantly, "The messenger said that the Sea Lord refused. However, he did extend an invitation for you to visit Braavos as his guest. If you wish, you can see the contents of his treasure house, but nothing there is for sale."
Gavin frowned tightly, his eyes showing a hint of displeasure and disappointment. He leaned back in his chair, crossed his arms, and after a moment of silence, said, "The Sea Lord of Braavos is truly infuriating." Boris lowered his head, not daring to show any sign of irritation.
Gavin gritted his teeth and continued, "Forget him for now. Boris, regarding personnel allocation, I will evaluate the situation on each island and try to meet your needs, but you must also find ways to improve efficiency. We cannot rely solely on increasing manpower."
Boris nodded quickly and responded, "Thank you, sir. I will do my best." Gavin waved him off, signaling him to leave. After Boris saluted and exited the study, Gavin remained seated, deep in thought.
He reflected, "The Sea Lord isn't selling now because I am not strong enough. One day, if my fleet becomes so powerful that even the Sea Lord fears it, I'm sure he'll change his mind."
Determined, Gavin resolved to explore Valyria further. The dragon eggs were more valuable than the fleet.
Over the years, Gavin had tried to acquire dragon eggs, managing to secure two fossilized ones that had lost their vitality. As for the dragon eggs held by Illyrio, Gavin's spies kept close watch, but no new information had surfaced.
It was uncertain whether Illyrio had hidden the eggs too well or if they simply hadn't found them yet. Acting recklessly might result in losing any trace of them. For now, Gavin had no choice but to wait.
During the following period, Gavin took the Edmund family on a tour of the entire Stepstones Archipelago, allowing them to appreciate the unique scenery of each island.
On the day of their departure, both Edmund and Lily appeared reluctant to leave at the dock. Edmund looked at Gavin with deep concern and reluctance, saying, "Gavin, you must take care of yourself. With such a vast territory, you must remember to marry soon and produce an heir. This will strengthen the loyalty of your subordinates." Gavin nodded firmly, replying, "Don't worry, uncle. I understand."
The Edmund family boarded their ship, and as it sailed away from the dock, Gavin stood watching, the sea breeze brushing his face as his thoughts wandered.
A month later, Hassan hurried into Gavin's study, and Gavin finally received the long-awaited news.
Hassan reported, "Sir, the expedition team we hired has returned."
Gavin's expression turned serious as he asked, "What is the situation?"
Hassan said solemnly, "Sir, the channel map you provided was accurate. Ships can indeed navigate without hindrance, but the sea of smoke is very dangerous. After entering Valyria's ruins, the crew began to fall ill. Their skin turned red, swollen, and itchy, then ulcerated with pus and blood. Many lost their hair, became severely weak, and frequently vomited.
The survivors reported hearing strange roars from the shore, though they couldn't identify the source in the fog. Out of 40 expedition members, only 15 returned alive. Several of them are seriously ill, and those who stayed on the ship reported that the survivors seemed to be attacked by some creature. Eventually, no one returned after a day, forcing the crew to leave."
Gavin frowned, thought for a moment, and then said, "I understand. Since the waterway is clear, prepare the manpower and ships."
Hassan looked worried and urged, "Sir, please reconsider. The Stepstones cannot afford to lose you."
Gavin smiled slightly and reassured him, "It's alright. Don't forget, I can use magic. The dangers within shouldn't threaten me."
Hassan said urgently, "My lord, please let me accompany you."
Gavin shook his head, refusing, "You cannot. You must stay and manage the fleet. There are reports that the Sann family has gathered more than forty warships in Lys. Although they are old, we must remain vigilant. You will be responsible for the security of the territory in my absence." Without waiting for a response, Gavin ordered, "Prepare the ship. We set sail in two days."
As Hassan left, Gavin thought, "With my current strength, exploring the dragon lair of the Belaerys family should pose little danger."
The marked channel on the map leads to the coast nearest to the dragon's lair. As long as we land there, we will be within two days of the lair. Gavin planned to undertake the expedition with only his Blood Dragon Guard. Once on land, he could ride through the night and reach his destination within a day. He reviewed his panel:
**Host:** Gavin Belaerys
**Age:** 17
**Bloodline:**
Blood and Fire Dragonborn (development 63%): Dragon Lord bloodline, dragon control, flame control, flame resistance.
**Domination:**
63/63 (subordinates can be upgraded through the panel)
53 Primary Blood Dragon Guard (Blood Witch Puppet made with Dragonborn bloodline, can be advanced twice)
10 Advanced Blood Dragon Guard (cannot be advanced further)
**Skills:**
Flame Control: Legendary
Swordsmanship: Legendary
Flame Blade: Legendary
Archery: Master
Lance: Mastery
Energy Points: 0 (automatically absorbs floating magic power, or actively absorbs magic power)
Gavin reviewed the panel and thought, "With these advanced Blood Dragon Guards, I should be able to handle most threats. Over the past two years, my strength has greatly improved thanks to Littlefinger Petyr. With my bloodline development over 60%, some skills have reached the legendary level, including flame control and flame resistance. I can easily defeat many foes with a long sword, and my strength doubles when using the Flame Blade."

Two days later, five warships led by Belaerys set sail for the Valyria Peninsula.
The summer sea sparkled under the warm breeze that gently brushed the sails. The deep blue water seemed to merge with the sky, and white clouds were mirrored on the surface, creating a dreamlike scene.
However, once the fleet entered the Sea of Smoke, the scenery changed dramatically.
The sky here was gloomy and oppressive, with dark clouds hanging low as if they might collapse at any moment. The sea was shrouded in a strange fog that obscured vision.
The Sea of Smoke was a mysterious and perilous region.
Records state that hundreds of years ago, this area experienced the Doomsday Catastrophe of Valyria.
This dreadful disaster caused the earth to split open, flames to soar skyward, and boiling magma to surge like a torrent, plunging the world into an unending inferno.
On the day of the Doomsday Catastrophe, it seemed as though the end of the world had arrived. Hundreds of miles around the Valyria Peninsula erupted simultaneously, spewing endless ashes, smoke, and flames into the sky like violent demons.
The intense and unrelenting flames spread rapidly, even burning the powerful dragons that flew above.
The earth shook violently, with fissures resembling the mouths of abyssal monsters mercilessly swallowing the palaces, grand temples, and bustling towns that Valyria had once boasted.
The once sparkling lake waters boiled and evaporated instantly or turned into pools of highly corrosive acid.
The fourteen volcanoes on the Valyrian Peninsula erupted with destructive force, ejecting hot lava high into the sky, as if trying to set the heavens alight.
Countless dragon glass rained down from the red clouds, carrying both deadly danger and mysterious power.
To the north of Valyria, the earth collapsed and shattered in a scene reminiscent of the Last Judgment.
Surging seawater flooded the sunken land, tearing the area around the city of Valyria into countless small islands. These islands were enveloped in strange smoke, forming the terrifying Sea of Smoke.
The fleet sailed slowly through the Sea of Smoke and halted as it neared the ruins of Valyria.
The Belaerys, carrying Gavin, continued into the depths of the Sea of Smoke, while the other ships remained behind to provide support.
As the Belaerys ventured further, the fog grew denser, though faint traces of the Valyrian ruins began to emerge along the shore. The surrounding scene became increasingly eerie and grim.
The banks were filled with decaying remnants, and withered vegetation drooped over the cracked land.
Occasionally, bubbling pools of corrosive acid sizzled on the ground, emitting a foul and pungent odor. The thick fog acted like a heavy curtain, obscuring everything and making it difficult to see the way forward.
From within the mist, the occasional roar of monsters echoed, sounding like hellish wails that were both eerie and unsettling. The roars ranged from low and mournful, as if expressing endless pain, to sharp and menacing, as if warning intruders.
Every roar cast a shadow over the crew, spreading fear like a plague throughout the ship.
By the second day in the Sea of Smoke, some of the crew began to suffer ill effects. They appeared pale, their eyes were glazed, their bodies trembled, and the horses in the hold became agitated, with one even biting a crew member who was feeding it.
Gavin too felt physical discomfort, as if some power in the air was corroding his body, requiring him to continuously draw on his magic to counteract it.
Realizing the threat of the unknown power, Gavin quickly distributed a prepared potion to the crew. The potion's magic alleviated the symptoms, though discomfort lingered.
Gavin knew he had to act swiftly. If he lingered, the potion's effects might wear off.
As the ship approached its destination, it neared the shore when suddenly, a massive wave surged from the seemingly calm waters. A three-meter-tall monster emerged from the sea and leapt onto the deck of the Belaerys.
The monster was enormous, coated in a sticky substance. Its front claws resembled sharp scimitars that gleamed ominously in the dim light. Its teeth were serrated and densely packed, exuding a chilling aura.
With astonishing speed, the monster attacked the sailors, its shrill roar accompanying its assault. It tore a sailor to shreds, and blood sprayed into the air, staining the deck red.
The remaining sailors screamed in terror and scattered in panic, their eyes filled with despair and helplessness, as if facing their own demise.
Observing the chaos, several Blood Dragon Guards rushed to confront the monster.
In the initial clash, they were overpowered.
Each of the monster's attacks was thunderous, and despite the Blood Dragon Guards' valiant efforts to defend, their swords clashed with the monster's, creating sparks.
Gavin, hearing the commotion, arrived on deck and watched from a distance, silently amazed at the monster's superior strength compared to his Blood Dragon Guards.
The monster's movements were swift and fierce, and each strike carried deadly force. However, as the Blood Dragon Guards coordinated their efforts and encircled the creature, the monster gradually weakened.
After a fierce battle, the Blood Dragon Guards succeeded in dismembering and killing the monster.
Gavin approached the fallen beast and examined it closely.
Its front claws were sharp and exceptionally long, capable of tearing through armor, and its hind claws were robust and powerful. Its exposed flesh and blood were discolored as though corroded by acid, revealing a grotesque appearance. Its twisted face and hideous, dense fangs were chilling.
Gavin speculated that the previous expedition team might have encountered such creatures. It seemed that danger lurked not only on land but also in the sea.
During the remainder of the voyage, Gavin did not encounter any further monsters, though the crew remained nervous and terrified.
On the third day of their voyage, the Belaerys finally reached its destination, but the draft was too deep to approach the shore closely.
Without hesitation, Gavin left a few Blood Dragon Guards on the ship and took the remaining guards and controllable horses to row towards the shore.
As Gavin surveyed the surroundings from the boat, his vigilance remained high.
The atmosphere in the ruins of Valyria was oppressively heavy, as if even the air itself was burdened.
The trees on the shore were twisted and deformed, as if in agony.
The decaying buildings seemed on the verge of collapse, as if they might fall at any moment.
