The one stuck to the ceiling, that's Minister Jiang Zhihuan of the Busan Counterintelligence Group, part of GE Security in charge of the 0791 plane. He was a local, a vice-ministerial level officer at the Security Department responsible for domestic espionage work.
According to the original plan, after Li Pan completed the armored operation, it was supposed to be him commanding, arranging for the transportation pickup, meeting up with Li Pan, and preparing for the subsequent tasks in the bandit suppression mission.
