Humans have countless natures, and thus, countless thoughts and consciousnesses are born. Just as there are no two identical leaves in the world, it's also impossible for there to be two completely identical humans.
It is precisely because of these numerous different humans that our world is chaotic yet fascinating.
But for this very reason, even when a few humans gather together, they might form several small groups.
As for when there are many people, these groups naturally become more complex, and this is the origin of organizations or powers. Even within a single large organization, there are all sorts of factions and teams.
The establishment of the Human Government does not hinder the existence of such factions and teams.
They may align themselves with regions, ethnic groups, former national powers, or interests; such groups are ubiquitous within the Human Government.
