It wasn't that he feared the killing. He had long been aware of what that entailed, but it was inappropriate and impermissible.
The reason it was inappropriate was that the killing should not target these people. They were neither enemies of the Silver Species nor any kind of monsters. Such killing would merely be senseless slaughter, and Lu Yuanming was no butcher.
As for why it was impermissible, it was related to Demonization's Realm.
One of the rules Lu Yuanming had discerned was that the death of intelligent life would lead to the "real" collapse of Demonization's Realm. One or two deaths might not cause it, but the mass death of intelligent life in a short period could cause such a collapse, as evidenced by the disappearing phenomenon in Gao Province.
