What good is anger?
When those subordinates disobeyed, the high-ranking beings were naturally enraged, but their anger could not change the minds of the subordinates. On the contrary, if they had not listened to the opinions from below and compromised, they would likely have ended up facing a rebellion from those subordinates, which was not out of the question.
The reason Zhou Tian was so wary of those local forces, and the extent of their strength, was precisely because the rulers had a large number of subordinates under their command. With those beings generally possessing some level of cultivation, once their numbers reached a certain threshold, even Zhou Tian's strength would only allow him to retreat.
