Despotic, arrogant, domineering, cruel, without mercy, cold as ice... A whole list can be laid out, but even those who like to grumble and fabricate stories about the Emperor would not accuse him of "extravagant desires" or "liking to revel in luxury." After all, if an Emperor whose table offers nothing but military rations and standard work meals could be labeled "extravagant," then surely all civil servants and even ordinary workers would fall into the category of "luxuriously wasteful non-patriots."
This one really has no pursuit when it comes to "eating," and can be considered quite easy to serve. However, on the flip side, this is a kind of torment for those court chefs; aside from state dinners or important occasions, dealing with a pile of military rations and ordinary ingredients every day, pondering what new concoction they can make that won't kill someone... This is really quite painful.
