Founded in 1899, Newburg is more of a business - and financial-class city than Los Santos. Sitting in Whitney County, it is filled with shops, apartments, and businesses in the downtown districts. Several tall buildings and skyscrapers can be seen in the downtown skyline and because of all the business and size of the city, Newburg has its own airport allowing the businesses to thrive and expand globally as well as easier access for the public to enter and leave the city as they wish but mostly to leave. Most, if not all, of the city is crime infested, and the entirety of the downtown district is ruled by unforgiving viloent gangs and drug lords. Kinzua:
Looking for a great place to finally settle down? Well you don't wanna do it here...
Runs for the entirety of the residential district. It is filled with mainly low-rise buildings, apartments, shops, and malls. Kinzua is where Jack's crib and the Pinewood Inn Safehouse are located. The borough is basically owned by Jack's gang "Full Deck."
Milton:
This little strip of capitalism is a fine borough...not really.
Runs from the airport down to the Iktomi business district. Filled with tall hotels, high-rise business offices, and low-rise apartments. This borough is completely run by the "Full Deck" gang as they bribe the police to stay away from the area.
Iktomi:
Get robbed by the ultra wealthy and by the gangs in this hyper-urban borough.
The main business district of the city. This borough is filled with high-rise corporate offices, apartments, and business offices. Iktomi also has multiple shops, parks, and restaurants. Seems like a nice place to live...if it weren't for the...you gussed it, the Full Deck gang...and the Newburg Police Department's corruption...and the hookers.
Westville:
DO NOT GO HERE!
Located in the Uptown district, Westville is a run-down housing district with run down high rise aprtments, liquor shops, and women beating pimps. Westville is home to the Westvillains, a notorious gang known for killing first and asking questions...while they are killing.
Allegheny:
The only "good" borough in this shit hole of a city.
The main financial district of the city, it is filled with high-rise banks and banking headquarters. Allegheny is also home to the Newburg Police Department's Drug Response Enforcement office, where Officer Darren Ward uses his power to manipulate and threaten the criminals of the street to do his dirty work...sort of like US politicians. Allegheny's saving grace are the friendly locals and the vigilantes that protect the streets from corruption and crime...batman type shit.
