Returning to Ice City with the New Moon Navy.
Monsters still roamed near Ice City, seemingly unaware that the iceberg's interior had completely collapsed. These low-grade creatures continued to wander aimlessly nearby.
The Glacier Land covers a vast area, and it's not practical to dispatch troops to clear out all the monsters here. Now that Chu Mu has shattered the core of the monsters, without a ruler, these low-grade monsters will gradually disappear over time.
However, during this disappearance period, Ice City remains uninhabitable. Thus, on this return to Ice City, Chu Mu must relocate its inhabitants to the relatively safer Snow City, and only after those monsters have completely dispersed can Ice City be rebuilt.
With the New Moon Navy clearing the way, it should be possible to successfully transfer the citizens of Ice City. However, the relocation of hundreds of thousands of people is a massive undertaking.
