Continuous heavy rain had submerged the downtown area of Nanhe City, with countless vehicles trapped in the floodwaters, their engines severely damaged due to prolonged soaking. Yet, the rainfall still far exceeded the city's flood discharge capacity.
Disaster relief personnel were doing their best to carry out rescue operations, but the number of affected people was simply too great. Roads, streets, residential areas, factories, and so on were all waiting for human rescue.
In a bus, the water level had already surpassed the chests of many passengers, and it was only a little more than a head's height away from the top of the bus. Many children even had to be held by adults to barely keep breathing.
