Without going inside the danger zone he would not be able to improve himself. But before going inside the danger zone, Sam already became sure that for now, those Abyss humans are not doing anything.
President Andrew and the elders of the Warrior Association already sent many teams inside those kingdoms who are not associated with the Warrior Association.
Those people will make sure there is no presence of Abyss humans or Dark humans. More than that, they are also trying to find out if those kingdoms have any connection with the Abyss humans or not.
Other than that, almost all the kingdoms were able to find many of those sleeper cells inside their Kingdom.
